Description
Sole Source Justification Memo PROPOSED SOLE SOURCE SOLICITATION: Busek Co. Inc. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(i). Proposed source is Busek Co. Inc. (CAGE: 0T2F0, NAICS: 334511). This notice of intent is not a request for competitive quotations: however, all quotations/responses received within FIVE (5) days of issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be faxed to Daniel Enders, 88 CONS/PKBB, 937-656-1412 or e-mailed to daniel.enders@wpafb.af.mil no later than 20 Oct 09. Only proposals received by this date will be considered. The 88th Contracting Squadron, Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement: CLIN 0001: BHT-200 Hall Effect Thruster and Cathode P/N BHT200 Commercial power supply for BHT-200 - Commercial DC power supplies for each thruster/cathode components (cathode heater, cathode keeper, magnets, and discharge). On-site setup/training (1 man week/travel) This specification describes the hardware to be provided for a Busek Multi-Axis Hall Effect Thruster. The requirement is for a cathode to be available for a spare for the current flight hardware being tested in the Space propulsion and Analysis System Simulation (SPASS) Laboratory at the Air Force Institute of Technology (AFIT). This hardware will not only provide a spare for the current system but will also be used in conjunction with the ongoing research on alternative cathode materials. This research will be carried out using the recently procured Busek 1500W Hall Effect Thruster, specifically designed to handle this cathode in multiple configurations.
