- Description
- DLA Contracting Services Office Philadelphia (DCSO-P) intends to acquire, on a competitive 8(a) basis, End-to-End Analytical and Process Documentation Support for the DLA Enterprise Technical Infrastructure and Architecture Business Cycle Team (TIA BCT) in support of DLA’s J-6 Division. The TIA BCT is a chartered effort within DLA Information Technology community to develop end-to-end process documentation for the enterprise IT operations using an expanded and tailored ITILv3 service management framework. The outcomes of the TIA BCT will serve to directly support the Defense Logistics Agency resource stewardship governance efforts and Enterprise-level strategic objectives. The successful contractor will deliver recommendations, Plan of Action and Milestones, process decompositions, and other work products that will enable DLA to design, refine, and implement standardized, repeatable, and compliant best practice IT operations processes in all phases of the IT life cycle. These repeatable processes will be defined in accordance with a DLA IT Operations framework, which is based on the Information Technology Infrastructure Library (ITIL), expanded to include the development and sustainment of new systems capabilities. The contractor will assist DLA J6 in fulfilling the requirements of the first three phases of the prescribed stewardship process; Discovery and Correction; Validation, and Assertion (but not Assessment or Audit). The Technical Infrastructure and Architecture Business Cycle Team (TIA BCT) will not be creating an assertion package. It will act solely in a supporting role, ensuring that end-to-end Information Technology (IT) business processes are standardized, repeatable, and in compliance with all applicable laws, regulations, standards and policies. In addition, the TIA BCT will prioritize efforts based on the systems that DLA uses to generate its financial statements to insure these systems will withstand a Federal Information Systems Control Audit Manual (FISCAM) audit. Substantial familiarity with FISCAM policy is required of contractor personnel at time of award, with the RFQ document to describe this minimum standard more completely. Knowledge of other DOD Guidance is required as well (e.g., DoD Lifecycle Management, DODI 5000.2, 5000.1 and Guidebook). The quality of services provided shall conform to the highest standards in the profession. Contractors are hereby notified that the presence of Organizational Conflict of Interest (OCI) issues is expected to be moderate to substantial and appropriate actions will be put into place to mitigate or eliminate such OCIs. Contractors may be precluded however, from later work under this or other DLA projects. The Government anticipates that this acquisition will be competed amongst eligible 8(a) firms. Quotes from firms other than those designated as 8(a) firms by the Small Business Administration (SBA) will not be considered for award. Certifications shall be submitted via Online Representations and Certifications Application (ORCA). Non-price factors will be considered in the award decision, and will be more important than that of price. Performance is anticipated to occur predominantly at the contractor’s facility. The solicitation is anticipated to be released within the next several weeks and will be posted at this website. The applicable NAICS is 541614 and the size standard is $7.0 million. The anticipated period of performance is a base year, with 4 (four) one-year option periods.
