Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.Specifically, the NIEHS is seeking qualified small businesses to provide complete mechanical and electrical preventive maintenance, emergency maintenance response and necessary repair service for approximately 180 Government-owned Beckman Instruments. The approximate quantity of items above represents the Governments current best estimate of the level of service that will be required during the contract period. It is conceivable that these quantities may vary by 25% over the life of the contract. The instruments to be covered by this contract are housed and located at the NIEHS Research Triangle Park (RTP) facility. The instruments have been under continuous maintenance following the expiration of their respective warranties and considered to be at an acceptable level of upkeep to the Government. The contractor will be required to furnish all necessary services, qualified technical personnel, tools and test instruments to pursue the fulfillment of work performed under the preventive maintenance and repair of Beckman Instruments. The contractor must be able to provide emergency service by responding on-site and beginning repairs within 24 hours of a service call, 365 days of the year, on a 24 hour-a-day basis, including weekends and holidays. The anticipated period of performance for this requirement is five years [i.e. one (1) twelve (12) month base year (inclusive of a transitioning period-no more than 60 days) plus four (4) 12 month options]. All eligible small businesses are invited to submit capability statements that substantiate their experience and qualifications in performing services within ten (10) days from the date of this notice. Interested firms shall indicate if they have provided similar services to the general public under terms and conditions similar to those stated in this notice. Responses to this notice should include company name, address, and telephone number, point of contact (POC), and complete product details, brochures, and etc. which will allow the NIEHS to understand your service offerings and options. Respondents to this notice should also include verification of the company status as a Small Business Administration (SBA) Certified 8(a) firm, HUBZone, Service-Disabled Veteran Owned Small Business, Women-Owned Small Businesses, and/or Small Disadvantaged. Capability statements should be submitted to the attention of Melissa Gentry, Contracting Officer, NIEHS, Office of Acquisition (OA), Contracts Branch C, Keystone Building, 530 Davis Drive, 1st Floor, Room No. 1046, Durham, NC 27713. Telephone responses will not be accepted. Responses must be received no later than October 23, 2009 at 2:00 p.m. EST. Disclaimer and Important Notes. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
