- The Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L)Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS) and the Product Manager for Demilitarization (PM Demil), is seeking information from Industry on their ability to demilitarize M483 Projectiles, recover the projectile metal parts and then utilize the metal parts to Load, Assemble, and Pack (LAP) the XM1122 Insensitive Munitions (IM) High Explosive (HE) Projectile. The Government is considering a contracting approach that would divide the M1122 production into three (3) phases: 1)Demilitarization of the M483 projectile to include downloading M483s while providing metal parts that will meet necessary Quality Standards and the disposal of grenades. 2)Loading of the empty shell body with a high-density concrete inert fill and melt-pour asphalt. 3)Final LAP of the M1122 projectile IAW the LAP and Quality Specifications. The Government will allow responders to propose performing all three phases, or any combination of one or more phases. The Government is interested in the respondents assessment of the above approach. The contractors response to the Request for Information (RFI) will include recurring Rough Order of Magnitude (ROM) prices to download M483 projectiles, dispose of grenades, load the empty shell body with inert fill and asphalt and LAP the XM1122 projectile for the following quantity ranges. The contractor shall show these prices individually and the response shall include top-level business assumptions behind the individual prices, as well as any Non-Recurring Engineering (NRE), facilitization or tooling costs. o 5,000 10,000 projectileso10,001 20,000 projectileso20,001 30,000 projectileso30,001 40,000 projectiles Contractors are advised that no funding will be provided for preparation of the ROMs. Interested respondents may obtain the following Compact Disk (CD) entitled XM122 Draft TDP with the following enclosed documents upon request and coordination with the POC listed below. A Non-Disclosure Agreement (available upon request) signed and on file, a signed and completed Form 1350, and a valid Form DD2345, at a minimum, are required in order to receive a copy of the documents listed below: CD Title: XM122 Draft TDP - XM1122 Specs - XM1122 Drawings - M483 Drawings This RFI is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the Government. No award will be made as a result of this RFI. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. The Government is not obligated to notify respondents of the results of this RFI.
