- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912DY10T0004. The U.S. Army Engineering and Support Center, Huntsville, has a requirement for instructional services for the Slope Stability Analysis training course (#282) which is based on the U.S. Army Corps of Engineer Manual (EM) 1110-2-1902. There will be one session, 12-16 July 2010, Huntsville, AL. Course length is 36 hours; number of students is 24. This course has two major components: Present a classroom-based course of instruction in Slope Stability Analysis for Corps of Engineers employees responsible for design or loading conditions for soils. As a minimum the course presentation shall contain the following topics: Basic Design Considerations; Stability Analysis and Design Procedure; Unsatisfactory Slope Performance; Design Considerations; Design Criteria; and Calculations and Presentations. The second major component is to provide student and instructor support materials for a classroom-based course of instruction in Slope Stability Analysis for Corps of Engineers employees responsible for design or loading conditions for soils. Contractor shall provide two instructors. Evaluation criteria for both instructors is as follows: Past Work Experience: Instructors shall be a civil engineer or related engineer having comparable background and work experience in slope stability of earthwork projects; Instructors shall have at least ten (10) years of work experience in analyzing, designing, or constructing earthen slopes; and Instructors must be knowledgeable in USACE regulations, guide specifications, Technical Manuals, Technical Letters, and/or other required codes determining the slope stability of earthwork projects. Teaching Experience: Instructors must have taught at least ten classes in analyzing, designing, or constructing earthwork projects with at least three of these courses being taught within the last two years; Instructors may have taught at least ten classes related to analyzing, designing, or constructing earthwork projects with at least three of these courses being taught within the last two years; and Instructors must submit the title of at least three courses taught in the last two years, event, school or organization taught, contact points, telephone number, facsimile, and email address. Education: Instructors must have received a Bachelors Degree in Civil Engineering or a related field of study; Instructors must have received a Masters or earned Doctorate Degree in civil engineering or a related field of study; and Instructors must submit a copy of degree(s) or copy of university transcript indicating degree earned. This is a 100% set aside for small business. The solicitation is scheduled to be released on or about 1 November 2009. No telephone calls will be accepted. SEE NUMBERED NOTE 22.
