Description
Solicitation Number: ACF20905 Intended Source: Congressional Quarterly, Inc. Period of Performance: One (1) Year from Date of Award The Program Support Center (PSC), Strategic Acquisition Services (SAS), on Behalf of the Admin. For Children and Families, intends to award a 12 month sole source contract using simplified acquisition procedures to Congressional Quarterly, Inc. The basis for this requirement is federal acquisition regulations (FAR) Part 13. Purpose/objective: The purpose of this acquisition is to acquire access to one on-line location that provides comprehensive factual insight and analysis about the workings of Congress that is able to provide up-to the minute information on-line and can send e-mail alerts when bills, reports or articles containing keywords associated with ACF programs are introduced or updated. The single web site should be able to provide program specialist with the following: a)Bill Analysis b)Bill Tracking capabilities c)House & Senate Committee coverage d)House & Senate Committee rosters e)House & Senate Member profiles f)House & Senate Schedules g)Daily on-line publication with forward-looking articles on all important activities scheduled for that day plus a comprehensive wrap-up of all previous day’s Hill news. Stories should be available on-line the night before the print version is delivered. h)Weekly on-line publication with in-depth analysis of key issues plus a wrap-up of virtually all Hill activity from the previous week. Full text should be available and searchable before the magazine goes to press, with archives going back to 1983. i)Bill Text - The full, searchable text of all bill versions, with links to a PDF version of the bill from the U.S. Government Printing Office (GPO) web site. The sight should include the feature that allows for browsing only those sections containing specified keywords, thereby making it easier for program specialists to quickly find and print the language germane to ACF programs. j) Committee Reports – Full text of all committee reports with the capability to browse just those sections containing keywords, making it easier for program specialists to quickly find and print the language germane to ACF programs. k) Congressional Record – A searchable official record of the proceedings and debates of Congress, meticulously edited to ensure it matches the print edition. 2. As an added requirement, we need a hard/paper copy of the daily publication that includes news articles on all important activities scheduled for that day plus a comprehensive wrap-up of all previous day’s Hill news. CQ.com is the only site that provides a comprehensive site that includes all that is required. Therefore the proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2) – which states that when the supplies and services required by the agency are available from only one responsible source, or for DOD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy the agency’s requirements, full and open competition need not be provided for. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
