Description
Amendment W91ZLK09T0739 0002 is issued to provide answers to questions, clarifications and to upload Updated Performance Work Statement (Attachment 1) and Drawing (Attachment 2). The closing date of the solicitation has changed to October 26, 2009 @ 5:00 PM Eastern Standard Time. Please reference the attached updated Performance Work Statement (Attachment 1) and Drawing (Attachment 2) for additional information. Please SUBMIT YOUR QUOTATIONS to Ms. Sowa at the RDECOM Contracting Center Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005-3013. Quotations may be submitted via email to: susan.sowa@us.army.mil or Fax 410-306-3726. Quotations must be signed, dated, and received by the closing date. For questions concerning this Request for Quotations contact Susan Sowa Contracting Specialist @ email susan.sowa@us.army.mil Additional questions must be received no later than October 20, 2009 @ 5:00 PM. Question 1: Enclosure Dimensions? Answer: 6'W x 6'H x 8'D per Performance Work Statement. Question 2: Door Size? Answer: 6' x 6' per Performance Work Statement. Question 3: Wall Material and thickness required? Answer: Use material types and grades that will provide a 25 year minimum equipment life/usage expectancy for both sand and dust testing and that will provide the thermal insulation needed for MIL-STD 810G. Question 4: Will there be Temperature Control and if so to what Range and Tolerance? Answer: Yes, there will be temperature control from +60 degrees F to +180 degrees F, tolerance of +/- 3.6 degrees F per MIL-STD 810G. Question 5: Heat Loads and Recovery Time? Answer: Thermal load: load will be 500 pounds of steel minimum. Recovery time: transitioning from +73 degrees F up to +180 degrees F and +180 degrees F down to +73 deg. F at a minimum rate capability of 2 degrees F per minute as a measure of average ambient air temperature change rate at control thermocouple with 500 lb. steel thermal load. Question 6: Flooring? Answer: Constructed to be able to support 2000 pounds minimum load. Question 7: How the chamber will be used? Answer: To perform sand and dust testing per MIL-STD 810G method 510.5. Question 8: Any special requirements? Answer: Reference the Performance Work Statement attached with this Amendment. Question 9: Are we to provide the sand and dust for test @ our location? Answer: Yes, vendor provides own sand/dust per MIL_STD-810G at his location. Question 10: Are we to provide the sand / dust for start up and testing at APG? Answer: No, APG (ATC-SET) will provide sand/dust for start-up and testing at ATC location. Question 11: Sand test to be 90 minutes each face - will that be 6 faces? Answer: Sand test will be a demonstration of sand blowing operation and monitoring/control/verification of sand concentrations on a 500 lb. steel thermal load for 60 minutes at 180 degrees F at vendor location at concentration of 2.2 +/-.5 g/cubic meter, velocity of 29 m/s. Use sand per MIL-STD 810G. Dust testing will be done with same thermal load for 1 hour at 180 deg. F at vendor location at concentration of 10.6 +/- 7 g/cubic meter, velocity of 8.9 m/s and relative humidity less than 30%. Use dust per MIL-STD 810G method 510.5. Question 12: Is dust concentration directly proportional to velocity? Answer: No. See MIL-STD 810G method 510.5. Question 13: Are there specific sound attenuation requirements? Answer: less than 80 dB Question 14: What are the terms of payment? Answer: Payment is rendered upon delivery and installation of the equipment. Question 15: 1 year support shall include what - 4 on site visits?, replacement parts for 1 year? Answer: Please reference the Request for Quotations Warranty: 1 year parts and labor warranty will be included. Question 16: Will APG unload and store equipment until install starts? Answer: Yes. Question 17: Will APG make the terminations from our control panel to their control room? Answer: Yes. Question 18: Can we use the existing alarm strobe light and horn? Answer: No. All new hardware required. Amend the Performance Work Statement (PWS) as follows, please reference the attached updated PWS for easy reference: "Amend paragraph Temperature operating range to read: The equipment shall be capable of maintaining a test compartment operating temperature range from +60 degrees Fahrenheit up to +180 degrees Fahrenheit during operation with a 500 steel thermal load. Temperature change rate shall be controllable to 5 degrees F/minute or less per MIL-STD 810G requirements. "Amend paragraph Test item compartment: to read- to support up to a 2000 pound test load in lieu of a 500 pound test load. "Amend paragraph Chamber equipment footprint to read: no more than a 24 foot by 26 foot square in lieu of no more than a 28 foot by 28 foot square. "Amend paragraph Heating/Refrigeration System Controller: Use a Micristar Model 828D-11-403-901-020-00 dual channel programmer/controller with RS232 interface to control the temperature and humidity in the test chamber. The Micristar shall be used to monitor/control the chamber temperature and humidity. Amend To Read: System monitor: Use a Micristar Model 828D-11-403-901-020-00 dual channel programmer/controller with RS232 interface to monitor the temperature and air velocity in the test chamber. "Amend paragraph Test Data: The chamber instrumentation system shall include a thermal printer and paper take-up reel to record test temperature and humidity data from the Micristar via RS-232. Air velocity data shall be able to be monitored and recorded. Dust or sand concentration during testing shall be able to be monitored and recorded. Amend To Read: Test Data: The chamber instrumentation system shall include a thermal printer and paper take-up reel to record test temperature and air speed data from the Micristar via RS-232. Humidity data shall be able to be monitored and recorded. Dust/sand concentration during testing shall be able to be monitored and recorded. "Amend paragraph Temperature Limit Controller/Micristar Safety Shutdowns: The Micristar channel 1 alarm and two independent adjustable temperature high/low limit controllers shall be incorporated into the heating/cooling control system to disable the heating/cooling system during alarm condition. One limit controller is used to monitor the temperature of the sheathed heaters for over-temperature. The second high/low limit controller monitors the chamber work space. Each temperature limit controller and the Micristar alarm from channel 1 shall also activate a blue rotating exterior warning light and an audible alarm to alert chamber operators of a potential chamber problem both visually and audibly when the set-point of any of the 2 limit controllers or Micristar is exceeded. Amend to Read: Temperature Limit Controller/Micristar Safety Shutdowns: The Micristar channel 1 alarm and four (4) independent adjustable Watlow PM6 temperature high/low limit controllers shall be incorporated into the heating/cooling control system to disable the heating/cooling system during alarm condition. Limit controller #1 is used to monitor the temperature of the sheathed heaters for over-temperature condition (usually +250 deg. F). It will shut down the heating circuit, only, temporarily, when controller #1 set-point (usually + 250 deg F) is reached, allow the heating coil to cool down x degrees F and then allow the heating coil to turn on again to continue heating to the chamber set-point. It will cycle in this manner until chamber heating set-point is reached. PM6 high/low limit controllers #2 - #4 monitor the chamber work space. These temperature limit controllers and the Micristar alarm from channel 1 shall also activate a blue rotating exterior warning light and an audible alarm to alert chamber operators of a potential chamber problem both visually and audibly when the set-point of any of the 3 limit controllers or Micristar channel 1 is exceeded. "Amend paragraph Electrical power requirements to read: 240 VAC, 60 Hertz three (3) phase power. "Amend As part of the contractors proposal, provide the following information Number 6 to read: Include MSDS or product part numbers/descriptions for the sand and dust materials to be used in the chamber for acceptance testing at the manufacturers facility.
