- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS A TOTAL SMALL BUSINESS SET ASIDE FOR CONTRACTORS OPERATING UNDER NAICS CODE 212321. THIS IS ONLY A PRESOLICITATION NOTICE. The Bureau of Land Management (BLM) Idaho, Boise Field Office requires 29,067 tons of road base to be hauled and placed/dumped at a depth of seven inches along 18.2 miles of the Big Baja Road. Big Baja Road is located in Ada and Elmore counties, Idaho, and is within the Morley Nelson Snake River Birds of Prey National Conservation Area. The road surfacing width is approximately 14 feet wide. The Government will spread and smooth the road base with a BLM grader upon placement by the contractor. Road base must meet gradation according to specs AASHTO T 27-93 and AASHTO T 11-90, of the American Association of State Transportation Officials. Road Base may be angular or rounded in composition. Due to adverse climatic conditions of the area, this procurement is extremely time sensitive. Hauling of road base shall commence on or around December 15, 2009. The entire project must be completed no later than the estimated date of March 21, 2010. Definitive dates will be provided when the solicitation is issued. The BLM anticipates making a single firm fixed price contract award to the offeror who provides the lowest price, technically acceptable offer. The standard NAICS classification is 212321. Size standard is 500 employees. Much more detail will be provided when the Request for Quotation (RFQ) is posted. The RFQ will be posted on or around October 22, 2009. This pre-solicitation serves to give notice to the public that the requirement is forthcoming.
