- This is not a solicitation, but a Notice of Contract Action. The Defense Finance and Accounting Service (DFAS), Cleveland, Ohio, has a requirement to provide expedient, accurate and secure handling of outbound documents for the customers of the DFAS Military Retired and Annuitant (R&A). The contractor will provide management, supervision, labor, equipment and plans; and will provide all scheduling and coordination required to assure effective performance. DFAS intends to award a sole-source Fixed Price contract to Midwest Direct, Inc. under the authority of 10 U.S.C. 2304 as implemented by FAR 6.302-1. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302.1(a)(2)(iii)(A) “For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely award to any other source would result in – (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. This announcement is not a request for competitive quotations. The government will not pay for any information submitted. Inquires should be submitted, referencing KODMI0RV112, no later than October 30, 2009. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the requirement. No solicitation document is available and telephone requests for information will not be honored. No extensions will be granted.
