- The Department of Veterans Affairs, Officer of Construction and Facilities Management (CFM) is seeking Service-Disabled Veteran-Owned Small Businesses (SDVOSB) for the design & construction (Design/Build) of an Information Technology (IT) Building at the Olin E. Teague VA Medical Center, Temple, TX. This procurement provides for all construction services including labor, materials, transportation, supervision and equipment necessary for the design/build of the approximately 25,000 GSF IT Building, including associated site and utilities work. The applicable North American Industry Classification System (NAICS Code) for this project is 236220 and the Small Business size standard is $33.5 Million. The magnitude of this project is between $5,000,000 and $10,000,000. Solicitation documents will be posted at www.fbo.gov on or about October 29, 2009. SDVOSB concerns must download ALL solicitation (plans and specifications) documents at www.fbo.gov. Prospective SDVOSB offerors MUST be registered in Central Contractor Registration (CCR) and have a DUNS Number to access and download the documents. SDVOSB concerns includeing Joint Ventures must be registered in the CCR database at www.ccr.gov prior to award and must also be registered as a SDVOSB concern at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. By registering for the Register to Receive Notification list at http://www.fbo.gov, the SDVOSB will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. SDVOSB concerns are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all solicitation amendments BEFORE your deliver/send your proposal to the designated person, place, date, and time. Only SDVOSB concerns may submit an offer which shall be considered by the Department of Veterans Affairs. SDVOSB Joint Ventures and Teaming Agreements shall follow procedures identified in IL 049-06-4 dated March 9, 2006. A Pre-Proposal Conference is scheduled for November 17, 2009 at 9:00 AM CST(local time) at the Olin E. Teague VA Medical Center, Building 205, Room 1RO1, 1901 Veterans Memorial Drive, Temple, TX 76504. All prospective bidders, consultants, subcontractors, equipment and material suppliers are invited. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide bid bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised award may be made without discussion.
