- Reference previous Special Notice W911YN09R0001, an industry day was conducted on December 10, 2008. This notice is placed in accordance with FAR Subparts 10.001, 12.202, and 15.201. The USPFO for Florida anticipates issuing a Combined Synopsis/Solicitation for Commercial Items in accordance with FAR Subpart 12.6, as a Request for quote in accordance with FAR Subpart 13.5. It is contemplated offers will be evaluated using Simplified Methods, taking into consideration information provided by the offeror that demonstrates the ability of the proposed product and services to meet the stated objectives of the Florida Army National Guard, past performance information as discussed in FAR Subpart 13.106, and price. The attachment description of the Government's need, or Statement of Objectives is intended to describe the desired benefits or outcomes expected from acquisition of a commercial item. In accordance with FAR Subpart 12.202, it is intended to describe the type of product or service to be acquired and explain how the agency intends to use the product or service in terms of function to be performed, performance requirement or essential physical characteristics. Describing the agencys needs in these terms allows offerors to propose methods that will best meet the needs of the Government. Currently, the Florida National Guard intends to design and build a building at the three locations identified on the attachment: Starke, Lakeland, and Bonifay, Florida. The purpose of this notice is to allow potential offers an advance look at the statement of need in order to gain feedback that will be used to revise and clarify the statement. The other purpose is to request information from potential offerors regarding facility requirements for housing prospective systems that would meet the stated need. Requested information: The Florida National Guard requests prospective offerors to submit the following. 1. Questions pertaining to the information contained in the attachment. 2. Suggestions on improving the information contained in the attachment that would enable offerors to best identify the product available to meet the need. 3. Information on product(s) that would be offered in response to the solicitation, to include literature in hard copy or available on the internet. 4. Specific support requirements for proposed product(s) that would need to be incorporated in the design of the facility, e.g. footprint, special power requirements, special climate control requirements, etc. The bottom line, it is the intent of the Florida National Guard to procure the commercial simulation system(s) that are determined to best meet the training needs of its Service Members within the conditions in the statement of need. Your input is greatly appreciated.
