Description
DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC) 2005-37. The solicitation number for this request is 40181AQ013, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is set aside for Small Business. The NAICS 212312 with a size standard of 500 employees. The U.S. Fish and Wildlife Service encourage the participation of small, disadvantaged, veteran and woman-owned businesses. The U.S. Fish and Wildlife Service, Hatchie National Wildlife Refuge complex has a requirement for 6,000.00 tons of Limestone 33c.#1 Chert 3,000.00 tons, Screened Chert 3,000.00 tons, Gabion Stone 6"-10" 2,500.00 tons, Rip Rap 10"-18" 880.00 tons. The requirements above must meet the state requirement of Tennessee. The Government intends to issue a contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply and delivery of the gravel products. PLACE OF PERFORMANCE - Hatchie National Wildlife Refuge, Stanton, TN 38069-3648 BID SCHEDULE - Gravel Product Specifications 1. Limestone 33c, 10-15 loads per day, approximately 6,000.00 tons $______________ 2. #1 Chert, 10-15 loads per day, approximately 3,000.00 tons $_____________ 3. Screened Chert 10- 15 loads per day, approximately 3,000.00 tons $____________ 4. Gabion Stone Size 6"-10" 10-15 loads per day, approximately 2,500.00 tons $__________ 5. Rip Rap Size 10"-18" 10-15 loads per day, approximately 880.00 tons $_________ Bid price should be per ton of material and include delivery. Quantity of bid schedule items ordered may be dependent on availability of funds. DELIVERY (FOB) - Contractor shall coordinate deliveries with Mike Chouinard at 731-772-0501 ext. 246. Weather and ground conditions permitting deliveries will continue at a minimum rate of (this will be based on the agreement with the Refuge Manager) 10-15 loads per day. Delivery will be made to specified locations on the Hatchie National Wildlife Refuge, Stanton, TN 38069-3648. Materials shall be furnished and delivered stock piled (spot dumped) at sites designated by the Site Rep. Required commencement date for delivery is November 2, 2009. All materials are to be delivered by December 31, 2011. Deliveries shall be made between the hours of 8:00 am to 4:00 pm local time Monday through Friday (excluding holidays). Minimum amount to be delivered daily: 10 truck loads per day. Deliveries shall provide a weight ticket for each delivery to an employee designated by the Refuge Manager for signature as acceptance. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of law ordinances, statutes and regulations pertaining to the hauling of gravel products. RULES AND REGULATIONS - The contractor shall conduct work in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Equipment operations and materials shall be confined to the limits defined by the U.S. Fish and Wildlife Service. Special attention should be given to the protection of facilities, wildlife and vegetation adjacent to the work areas. PROVISIONS AND CLAUSES - In addition, FAR provisions/clauses listed below apply. QUOTATION SUBMISSION - (Eastern). All quotes must be received at this office no later than October 23, 2009, 4:30 PM (Eastern). Quotes may be submitted on letterhead and must include, at a minimum, unit price for each item, extended price, item description as detailed above, and should submit performance references, prompt payment and warranty terms, name, phone number and address of your point of contact. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list.
