- PWS for Technical Support Services for Clean Water Act THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The Environmental Protection Agency (EPA) is performing market research to determine potential Small Business sources in preparation for a future procurement. The U.S. EPA, Region 5, Water Division has a requirement for a contractor to provide technical and support services to implement Clean Water Act (CWA) Programs. The EPA has established core programs to implement the CWA. These programs include: the Total Maximum Daily Loads program (TMDL); the National Pollutant Discharge Elimination System (NPDES) permit program for point sources; the Water Quality Standards program; the section 319 program for Non-Point Source (NPS) control; the Wetlands program and CWA Section's 401, 402, & 404; and Water Quality monitoring program. Region 5's Water Division is responsible for overseeing the implementation of these core programs within Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin and the authorized tribal lands within these States This support includes activities such as gathering and evaluating data, completing assessments, implementing tracking systems, providing technical assistance, monitoring support, conducting surveys, performing statistical analyses, developing recommendations, preparing documents, assisting the EPA and Great Lakes National Program Office (GLNPO) with expert support services. The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the attached Performance Work Statement (PWS). A suggested pricing schedule is included to show the types of labor categories that may be required. It is anticipated that any future contract will be a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract starting January 2010, with a three year Base Period and two additional Optional Periods of 12 months each. The applicable NAICS code is 541690 with a size standard of $7,000,000. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) requiring an offeror to certify that it is unaware of any potential Conflict of Interest or to disclose any potential Conflict of Interest of which it is aware will be a part of the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential Conflict of Interest discovered after contract award will also be a part of the solicitation. Given the nature of the support required, additional conflict of interest requirements relative to contract performance work statement may be required. These additional conflict of interest requirements are currently being developed and will be provided in the pre-solicitation synopsis. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. A response to this notice should be limited to 15 pages, including attachments. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), woman-owned, small disadvantaged, and Service- Disabled Veteran Owned small business concern. The EPA reserves the right to set this action aside for small businesses. Responses to the above should be submitted electronically to both losos.sara@epa.gov and anderson.donald@epa.gov no later than November 5, 2009. (A pre-solicitation synopsis for any possible Request for Proposal (RFP) would be posted on the FEDBIZOPPS Website.)
