Description
The Space and Missile Center (SMC), Space Development and Test Wing (SDTW), Launch Test Squadron (LTS), Kirtland AFB, New Mexico, intends to extend the ordering period for the current Indefinite Delivery, Indefinite Quantity Contracts for the Rocket Systems Launch Program (RSLP) RSS contracts FA8818-05-D-0006 and FA8818-05-D-0007 from 18 April 2010 to 30 June 2011. Performance under these contracts consists of providing capability to deliver small satellites to low to medium earth orbit using commercial launch vehicles. Performance is currently being provided by Orbital Science Corporation, 3380 S. Price Road, Chandler AZ 85248 and Space Exploration Technologies Corporation, 1310 E. Grand Ave, El Segundo CA 90245. This ordering period extension is required in order to support continuing and projected missions during the next 18 months while LTS conducts a full and open competition for the follow-on RSS effort. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This ordering period extension will allow for continued performance of critical missions while avoiding a substantial duplication of costs and an unacceptable delay in meeting mission requirements during the reprocurement process. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency in accordance with FAR 6.302-1(d)(2). The information contained herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with submission of information in response to this notice.
