Description
A Market Survey is being conducted to determine if there are interested and qualified Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors for the following study: Study is to determine costs to outsource All Terrain Vehicle (ATV) maintenance for a fleet of Yamaha Raptor 350’s owned by the San Diego Sector Border Patrol located in Chula Vista, CA. All proposals should include costs for labor, and weekly pick-up and delivery to the Sector Garage located at 7682 Pogo Road, San Diego, CA 92154. ATV SCHEDULE OF SERVICES EVERY 60 HOURS EACH ATV RECEIVES A THOROUGH SAFETY INSPECTION THAT CONSISTS OF THE FOLLOWING: Tire Condition Brake Function and Wear Chain and Sprocket Condition Steering &Suspension - including Shock Absorber wear points and Function, Ball Joint and Tie Rod Condition, as well Wheel Bearing Play Throttle, Clutch and Brake Cable Conditions and Lubrication Headlight, Taillight and Emergency lights Operational Inspect rear Axle for trueness and any excessive radial movement from wheels Entire frame assembly for any cracking or structural fatigue Total Estimated Time: 4 Hours IN ADDITION TO THE SAFETY INSPECTION, EVERY 60 HOURS, EACH ATV RECEIVES A THOROUGH SERVICE THAT CONSISTS OF THE FOLLOWING: Change Engine/Transmission Oil & clean filters (Synthetic Oil) Clean and if needed, replace Air Filter (foam filter & guide assy.) Replace Spark Plug Grease all Chassis Fittings (Synthetic Grease) Lubricate and adjust all cables Adjust Parking Brake Lubricate and adjust Drive Chain Check Battery for Electrolyte, fill if necessary Adjust all tire pressures Adjust Headlights and replace as needed Lubricate sliders on all floating brake calipers Torque all major nuts and bolts on chassis Set curb Idle and Test Drive ATV Total Estimated Time: Done at the same time as above EVERY 120 HOURS THE FOLLOWING NEED TO BE SERVICED, IN ADDITION TO THE SERVICE AND INSPECTION DICTATED ABOVE: Engine Compression Test Adjust Valves (Includes replacing adjusting screws & valve cover gaskets) Test Ignition Coil and Stator Assy. (Static Test and Output Test) Carburetor disassembly and clean, including fuel filter (in-line) replacement. Inspect/Replace Intake Manifold if cracked. Engine Repair, Body, Tires, Rims, Structural (frames, axles, steering shaft, handlebars, etc) Repairs are done on an “as needed” basis. EXAMPLES OF ABOVE: (both parts and labor) Cost to replace bent Steering Shaft Cost to R&R all four ATV Tires Cost to replace Starter Clutch Assembly Cost to replace rear Axle Bearings Total Estimated Time: 6 Hours TOTAL: Estimated Weekly Number of ATV’s to be serviced: 20 Estimated Total Work Hours: 93.75 Hours per week All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail or email on or before 30 October 2009, 2:00pm Pacific Standard Time. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business.
