Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: CLIN 0001 3 each Materials for the conversion of existing Stationary Armor Targets (SAT) using VHF communication to WI-FI Ethernet communication on three (3) existing SAT using Air Guard modems. CLIN 0002 1 each Tech Support to provide installation & travel to integrate into the existing RM9000 control system. The intended delivery date for the item(s) is March 6, 2010. The Government intends to award a Firm-Fixed Price sole source contract to Meggitt Training Systems, Inc. This firm is the sole developer/manufacturer of the Stationary Armor Target (SAT) that Aberdeen Proving Ground currently uses. The associated North America Industry Classification System (NAICS) Code is 333319 and the Business Size Standard is 500 employees. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM DST, Eastern Time, Wednesday, October 22, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
