Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for the Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT) development, integration, testing, fielding, installation, modifications, training, and support. The IEWTPT program is a Non-system Training Aids, Devices, Simulators and Simulations (TADSS) used to train multiple Intelligence disciplines (IMINT, SIGINT, MASINT, HUMINT, GEOINT, OSINT). This contract is for continued development of the IEWTPT System, including the Technical Control Cell (TCC), associated interfaces to Target Signature Arrays (TSA's), and the HUMINT Control Cell (HCC). In addition IEWTPT develops one of a kind exercise support tools as well as other TS/SCI timely sensitive training capabilities in support of GWOT requirements. IEWTPT also develops other products that incorporate GWOT fielded Quick Reaction Capabilities (QRC's) training into the IEWTPT as the Program of Record (POR) for baselining and providing those training capabilities. The IEWTPT HUMINT training capability HUMINT Control Cell (HCC) is provided in a self-contained, standalone configuration (independent of the TCC) but it is expected to be fully integrated with the TCC in the follow-on contract. The estimated value of this award is approximately $77.7M. Contractor must be ready to execute on day one after contract award by having the knowledge, resources, facilities, and security measures in place to be able to fulfill the contract requirements within the critical timeframe and timeliness that the requirements need to be met. The additional effort will continue the development and integration of IEWTPT key capabilities, integrate existing and future research into the HCC capabilities, and develop TS/SCI products requested by customers on a quick turn around basis. The Government intends to pursue a sole source award to GD C4 Systems for the 2010-2014 requirements associated with this effort. This notice is provided to verify that no other sources can meet this requirement. The point of contact for information regarding this solicitation is Felicia Kolb at (407) 380-4221. Responses can be sent to felicia.kolb@us.army.mil by 30 Oct 09. This is not a request for proposals.
