Description
The Orlando Veteran Affairs Medical Center (VAMC), 5201 Raymond Street, Orlando, FL 32803 has a requirement for home oxygen services for approximately 800 veterans that are served by the Central Florida Healthcare System (CFHCS). The service area will cover following twelve (12) Central Florida counties: Marion, Flagler, Volusia, Lake, Seminole, Orange, Brevard, Osceola, Polk, Highlands, Indian River, and St. Lucie. The VAMC is seeking small businesses [Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), and Small Businesses (SB)] capable of and interested in providing these services. The applicable NAICS code is 339112 and the size standard is 500 employees. When a solicitation is issued as a small business set-aside, the statutory non-manufacturer rule will apply. The non-manufacturer rule requires that small businesses supply the products of domestic small business manufacturers or processors on small business set-asides unless a waiver of the requirement is granted by the Small Business Administration. 15 U.S.C. 637(a)(17). See also the clause at FAR 52.219-6. This means that a successful home oxygen contractor in a set-aside acquisition must furnish products/supplies manufactured by domestic small businesses. A competitive solicitation will be conducted and contemplated award of an indefinite delivery/indefinite quantity contract with firm fixed unit price contract and estimated quantities for a 12-month base period and three 12-month options. Anticipated start date is January 1, 2010. Supplies and services include: Providing oxygen, rental cylinders, ventilators, peripherals (cannulas, tubing, masks, etc), management, storage, preventive maintenance of Government-furnished equipment, transportation, delivery and set-up; patient/caregiver education, creating and maintaining patient plans of care, and other related services. The Contractor shall have a physical location which houses the service office, warehouse, dispatch of vehicles and other functions related to the performance of services of this contract within a fifty (50) mile radius of the Orlando VAMC to facilitate Joint Commission and/or VA inspections. The Contractor shall possess all licenses, permits, accreditations, and certificates as required by local, state and federal law. The Contractor shall meet or exceed Joint Commission standards at the servicing location prior to contract award as evidenced by the submission of their accreditation/certificate and also must maintain this certification for the duration of the contract. Packages should contain full corporate information, point of contact, phone/fax/email details, capabilities statement and a brief narrative describing experience providing similar services to the VA, other Government agencies, or private concerns.
