Description
The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) intends to solicit on a non-competitive basis with MVA Consulting to provide a listing of enhancements for the 2009-2010 Federal Aviation Administration’s (FAA) plan for the Aviation Environmental Portfolio Management Tool (APMT) Partial Equilibrium Bock (PEB). The plan for these enhancements must be established before February 2010. The primary focus of the program is to develop a new capability to assess the interdependencies between aviation-related noise, emissions, and fuel burn, and to provide comprehensive impact and cost and benefit analyses to inform aviation environmental policy decisions. The three main building blocks of the tool suite are: 1. Environmental Design Space (EDS) develops performance, noise, fuel burn, and emissions characteristics for aircraft; 2. Aviation Environmental Design Tool (AEDT) comprises the integration of both existing and original aviation noise and emissions analytical modules to provide an integrated capability to assess interrelationships between noise, emissions, and fuel burn across study scales from a single airport to world-wide; 3. Aviation Environmental Portfolio Management Tool (APMT) applies economic, environmental response, and valuation modules based on information provided by AEDT and EDS to evaluate common, transparent cost/benefit methodologies for coordinated aviation and environmental policy development. The main focus is the development of the APMT Partial Equilibrium Block (PEB), a component within the APMT. Development of the PEB will greatly enhance APMT modeling and impact analysis capability. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about October 29, 2009. The applicable North American Industry Classification System (NAICS) code for this requirement is 541990 and the small business size standard is $6.0M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms’ capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
