- Description
- The Space and Missile Center (SMC), Space Development and Test Wing (SDTW), Launch Test Squadron (LTS), Kirtland AFB, New Mexico, intends to increase the ceiling for the current Indefinite Delivery, Indefinite Quantity Contract for the Rocket Systems Launch Program (RSLP) Advisory and Assistance Services (A&AS) contract FA8818-06-D-0020 by $20M, from $100M to $120M. Performance under this contract consists of systems engineering, mission assurance, aging surveillance, and program management of RSLP contractors which utilize excess Peacekeeper and Minuteman ICBM assets to provide launch capability to deliver a single or multiple payloads to low earth orbit. The incumbent contractor for this effort is Northrop Grumman Space and Mission Systems Corp, Missile Defense Division, EFT #1, 825 E. Hospitality Lane, San Bernardino, Ca 92408-0138. This ceiling increase is required in order to support continuing and projected missions during the next 18 months while LTS conducts a full and open competition for the follow-on RSLP A&AS effort. The current RSLP A&AS contract ordering period will remain unchanged with an expiration date of 1 January 2011. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This ceiling increase will allow for continued performance of critical missions while avoiding a substantial duplication of costs and an unacceptable delay in meeting mission requirements during the reprocurment process. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency in accordance with FAR 6.302-1(d)(2). The information contained herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with submission of information in response to this notice.
