- The Mission and Installation Contracting Command Center-Yuma at the Yuma Proving Ground (USAYPG), Arizona, intends to issue a fixed-price contract for Helicopter Flight Support in support of developmental testing and other support functions to be performed at the U.S. Army Cold Region Test Center (USACRTC), Alaska. The North American Classification System Code (NAICS) applicable to this acquisition is 481211 with a standard size of 1,500 employees. The period of performance will be from the date of award to December 31, 2009. The Contractor will be responsible for management, supervision, personnel, and equipment necessary to perform this recurring service per the Performance Work Statement (PWS) based upon test mission requirements during the period of performance. The services include, but are not limited to transporting of passengers in arctic clothing, transporting up to 500 lbs of gear, having a sling load capability of up to 2,000 lbs, transporting up to thirty personnel and equipment to and from specified locations in areas of operation each day of the service, day and night operations to remote areas. This acquisition is being solicited on an unrestricted basis as a commercial service in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Programs for Certain Commercial Items. All businesses are encouraged to submit a proposal. The projected magnitude will vary depending on the project test requirements, projected estimates will be specified in the solicitation when issued. The solicitation for this commercial service requirement will be available on or about 23 October 2009. All prospective offerors must be in possession of, or obtain a Data Universal Numbering System (DUNS) number, a Commercial and Government Entity (CAGE) Code, be registered with the Central Contractor Registration (CCR) database at http://www.ccr.gov/Default. aspx, and be current in the Online Representations and Certifications Application database at http://orca.bpn.gov.
