- Description
- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of theProgram Executive Office Command, Control, Communications, Computers, Intelligence (PEO C4I), Carrier and Air Integration Program Office (PMW 750) intends to issue a Broad Agency Announcement (BAA) for Maritime Patrol and Reconnaissance Forces (MPRF) Intelligence Surveillance Reconnaissance (ISR) enhancements through an Enterprise Expeditionary Operations Architecture (MEEOA). The goal of the MEEOA is to expand existing MPRF ground support capabilities with an architecture that provides simultaneous/consolidated and/or integrated Unclassified, Secret Collateral, TOP SECRET, SCI, SAP and CENTRIXS Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) support to the MPRF Mission Support Cycle. This BAA is issued under the provisions of the Competition in Contracting Act of 1984 (P.L. 98-369), as implemented in Federal Acquisition Regulation (FAR) 6.102(d) (2). The BAA will be issued without further notice on or about 30 October 2009 on the SPAWAR E-commerce website, with technical papers due 45 days after BAA issuance. Following completion of the scientific review of technical papers, the Government may select one paper for negotiation of an individual contract, or may select no papers. If a technical paper is selected for award of a contract, the resultant contract will provide for requirements analysis, development of architectural alternatives, use case generation, CONOPS development and system engineering activities necessary to incorporate expeditionary multiple security enclaves into the TacMobile System to support the enhanced ISR capabilities of new and upgraded MPRA, and in a Multinational or Multi Agency environment. Technical documentation pertaining to the MEEOA BAA, designated Distribution Statement: D, will be made available on a separate, secured, access-controlled website within the next two weeks. In order to request access to the secured website, contractors shall complete the "MEEOA Bidder's Repository Use and Non-Disclosure Agreement (NDA)" posted on the SPAWAR e-Commerce website, and return the signed NDA to Patricia Ponce-Feliu at patricia.poncefeliu@navy.mil. Each company may request access for up to two (2) Technical Points of Contact (POCs). Access is restricted to U.S. Department of Defense (DoD) contractors with a valid DoD or External Certificate Authority (ECA) issued Public Key Infrastructure (PKI) certificate.
