- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil). The RFQ number is N00189-10-Q-3756. This solicitation documents and incorporates provisions and clauses in effect through FAC2005-35 and DFARS Change Notice 2009-0729. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and https://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 811212 and the Small Business Standard is $25 Million. This is a 100% small business set-aside action and the award will be made on a Firm-Fixed Price purchase order. The FAR provision and clauses are applicable to this procurement:52.204-7, Central Contractor Registration;52.212-1, Instructions to Offerors-Commercial Items;52.212-3 and ATL I, Offeror Representations and Certifications-Commercial Items;52.212-4, Contract Terms and Conditions-Commercial Items;52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including (b) (8)(i), (21), (22), (23), (24), (25), and (39). Quoters shall include a complete copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference (52.252-2, Clauses Incorporated by Reference) in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 242-204-7004 ALTA, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including, (b) (5) and (19).DFARS 252.225-7035, Buy American Act-Free Trade Agreements-Balance of Payments Program Certificate252.232-7003 Electronic Submission of Payments Requests and Receiving Reports The FISC Norfolk Philadelphia office requests responses from qualified sources capable of providing service and maintenance for 56 copiers at the Naval Inventory Control Point (NAVICP) Mechanicsburg, PA. Services under this contract will include, but are not limited to, the replacement or repair of any part of the equipment that becomes unserviceable due to normal use (other than consumable supplies). Contractor will respond to service calls within three (3) hours of being placed. Equipment shall be repaired or replaced within three (3) days or a temporary replacement will be provided. The contractor shall furnish all parts and equipment necessary to repair or maintain copiers due to normal usage. This includes toner cartridges and consumable parts like drum kits, rollers, fusers, and Preventative Maintenance Kits. Payment will be a fixed monthly rate at the end of each month once work is complete. Monthly invoices should be submitted for the preventive maintenance and repairs through WAWF. For informational purposes and for submitting quotes, reference the attachment which shows historical data for the 56 Canon Copiers. This announcement will close at 1:00pm on 19 October 2009.
