- Description
- Section B Att E - PWS Format Att C - MSC Ships by Location Att B - Background Information Att G - Past Perf Questionnaire Attachment A - NGW SOO Draft SF33 The Defense Information Technology Contracting Organization (DITCO), Transport, Satellite and Support Branch, (DITCO/PL8222), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a single award ID/IQ contract for global Military Sealift Command (MSC) Next Generation Wideband (NGW) maritime/mobile platforms to the two fixed shore-side MSC Continental United States (CONUS) Network Operation Centers (NOCs). The purpose of this Draft Request for Proposals (RFP) is to obtain industry comments and questions prior to the release of the RFP. The resultant contract is planned as firm- fixed-price. Background : NGW is an essential component of today's DOD communications. Current capacity of systems cannot meet the increasing communications demands of the joint warfighters. To augment the existing capacity, DOD leases capacity on commercial satellites and procures or leases terminals to satisfy operational requirements. The current services include leased C- and Ku-band worldwide bandwidth totaling approximately 4 GHz. Along with leasing bandwidth, DOD contracts for associated SE&I services such as planning, engineering, network operations center support, service level agreement (SLA) management, operational spectrum monitoring of leased service, turn-key service, earth terminal installation, host nation agreements, licensing, troubleshooting assistance, and administrative support. These services are obtained through multiple contractors that procure bandwidth from multiple global and regional service providers around the world. A core set of user capabilities has been identified. These were released on FedBizOpps on 2 February, 2009, as Military Sealift Command Next Generation Wideband Request for Information (RFI). Questions, comments, and feedback on the Draft RFP are encouraged and should be submitted to Karen Kincaid, Contracting Officer via fax 618-229-9174 or e-mail Karen.Kincaid@disa.mil. Oral comments and/or questions are not acceptable. Responses will not be provided to individual vendors. Please review the attached solicitation, HC1013-09-R-2004 and supporting documentation, completely prior to submitting a comment or question. Response date for receipt of comments/responses is 30 October 2009. The NAICS code for this procurement is 517410.
