Description
NVUM FY2010_Job Hazard Analysis NVUM_Operations Plan Solicitation To better understand the amount of recreation use and user satisfaction on the National Forests, the USDA Forest Service is surveying users on all forests through a random sampling system over the next four years. The Caribou-Targhee National Forest is being sampled during the fiscal year 2010. The Caribou-Targhee National Forest has 268 surveys to be taken beginning December 20, 2009 through September 30, 2010. Actual duration of the survey (when applicable) takes 6 hours at the site. In addition, road and or trail traffic counters (as required) shall be placed to count traffic for a 24 hour period of time, which includes the survey time. AM surveys take place between 8am and 2pm. PM surveys take place between 2pm and 8pm. Survey times may be adjusted by the Contracting Officers Representative (COR) as needed to avoid conducting surveys before sunrise or after dark. It is important that each survey be completed on the prescribed date and time as indicated on the attached schedule. No tolerance is allowed for convenience to persons performing the survey. The only reason for a survey to be delayed would be that the site is physically closed or access to the site is blocked. The actual survey sites are situated at specified Forest Developed Recreation Sites or other dispersed area locations on or near the National Forest. Maps will be available at the pre-bid meeting, which shows the location of each survey site. Accessibility by motor vehicle is generally good during the normal summer season - except those sites located in the Jedediah Smith Wilderness, which must be accessed by foot or horse (no motorized or mechanized vehicle use is permitted inside wilderness areas). Some of the more remote sites will only be accessible by snowmobile during the winter months (snowshoes or x-c skies could be used but keep in mind equipment such as signs and counters need to be carried to the sites). Most survey sites are reached by graded roads as a minimum, and paved roads in some cases. Weather and wet road conditions could make access difficult in some of the more remote locations. A preproposal meeting will be held at 1405 Hollipark Drive, Idaho Falls, ID 83401, on October 28, 2009 at 10:00 a.m. Attendance is highly encouraged.
