- RECOVERY: DESIGN/BUILD PROJECT FOR RESTORATION OF HISTORIC BRICK WALLS - PHASE I - SW WALL SECTION AT CULPEPER NATIONAL CEMETERY, CULPEPER, VA (PROJECT NO. R-CSD-77). This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0064 for the following:The Contractor shall provide all labor, equipment, material and supervision necessary to provide a complete design package and resultant necessary technical labor to rehabilitate Four-Hundred-Ninety-Five-Linear Feet (495LF) of historic brick wall at Culpeper National Cemetery, 305 U.S. Avenue, Culpeper, VA 22701-3141. DESCRIPTION OF PROJECT: The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting offers for the project under Solicitation Number VA-786A-09-RA-0168 for the following: Contractor shall furnish complete design, construction documents, technical supervision, equipment, parts, materials, labor, and general supervision necessary to reconstruct and/or restore the existing historic brick wall at Culpeper National Cemetery. This cemetery's historic Civil War section is surrounded by a perimeter brick wall which has been separated into several phases to facilitate restoration funding requirements. This project is Phase I of several phases and is located and begins at the Southwest corner of the original Civil War section extending to the Northeast 495 Linear feet. Bid Item 001: Develop and provide a complete design for the deconstruction, reconstruction, and restoration of 495 LF of existing historical brick wall, including sub-surface drainage. Bid Item 002: Furnish and provide necessary labor, equipment, and material for all wall deconstruction, reconstruction, and restoration including subsurface drainage. Add Alternate: Furnish on site supervision of work by a qualified architect specializing in the inspection and analysis of historic masonry materials. The rehabilitation work will conform to the Secretary of the Interior's Standards for the Treatment of Historic Properties. Applicants must meet the Secretary of the Interior's Historic Preservation Professional Qualification Standards for Historic Architect, as defined in 36 CFR Part 61, as well as 16 U.S.C. 470h-4(a). Qualified applicants are required to have demonstrated experience in the repair of nineteenth-century historic masonry in the past five years. Relevant experience includes the preparation/application of lime mortar, construction of brick walls and the use of brick slips, removal/reapplication of stucco and plaster. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. MAGNITUDE OF COST: Between $250,000 to $500,000 CONTRACT DURATION: Performance period is approximately 100 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 238990 SIZE STANDARD: $14.0 Million METHOD OF AWARD: THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 15 to a responsible business responding to this solicitation.
