Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Government intends to award a Base Year Indefinite Delivery, Indefinite Quantity Contract with Four (4) Option Periods which the Government may award in accordance with the terms of the resultant contract awarded following this solicitation. The solicitation number for this request is 70181-A-R007 and the solicitation is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-37) and Federal Acquisition Regulation (FAR). This is NOT a small business set-aside procurement. This requirement is being advertised under NAICS classification code: 424720. B.1 BASE BID ITEMS:Contractor shall provide Heating Oil, Aviation Fuel (AvGas), and Propoane as outlined in Section C of this solicitation. Contractor shall provide, on an automatic keep-full basis, all materials, equipment, delivery, production, applicable excise taxes, and services required. Contract period shall include a Base Year Period with Four (4) One-Year Optional extension periods. Propane Price per Gallon $_________ $________ $_______ **NOTE: Aviation Fuel price shall include Federal Excise tax. FAILURE TO ENTER PRICES ON ALL LINE ITEMS SHALL BE CAUSE FOR REJECTION OF BID. SCOPE OF WORK REQUIREMENTS:All fuel provided under the resultant contract shall be F.O.B. Destination within consignee's premises, delivered and pumped into multiple bulk fuel tanks at the U.S. Fish and Wildlife Service's (USFWS) Tetlin National Wildlife Refuge (NWR), at multiple sites in Tok, Alaska,Northway, Alaska and Tetlin NWR Visitor Contact Station. HEATING FUEL OIL:The following are the HEATING FUEL OIL Storage Tank Sites:The Contractor shall provide automatic fill, on a keep-full basis, once per month on each tank. 1. Two (2ea) - 500 Gallon tanks located at the Tok Airport, Mile 1313 Alaska Hwy (Michael Miller hanger), Tok Alaska. 2. One 1,000 Gallon tank located at the USFWS Headquarters Mile 1.3 Borealis Ave., Tok, Alaska 3. One 500 Gallon tank located at the USFWS residence on Sanford Drive, Tok, Alaska 4. Two (2ea) - 500 Gallon tanks located at the USFWS Duplex on East Borealis Ave., Tok, Alaska AVGAS:The following is the AVGAS Storage Tank Site:The Contractor shall provide automatic fill, on a keep-full basis, once per month or as needed for the AVGAS(Octane 100 Minimum). The AVGAS bulk fuel tank is located at 1. One 1,000 Gallon tank located at Yarger Lake, Mile 1256.7 Alaska Hwy. PROPANE:The Contractor shall provide automatic fill, on a keep-full basis, once per month or as needed for the following Propane tanks. 1. One- Buried 120 gallon lay-down propane tank for Refuge Kitchen at USFWS Headquarters Building at Mile 1.3 Borealis Avenue, Tok, Alaska. 2. One - 120 Gallon (buried) propane tank located at USFWS Headquarters Storage/Garage building at Mile 1.3 Borealis Avenue, Tok, Alaska. 3. Six - 100lb propane tanks for the USFWS Headquarters Cabins adjacent to the USFWS Headquarters Building at Mile 1.3 Borealis Avenue, Tok, Alaska. 4. Two - Buried 120 gallon propane barrels located at the Northway Bunkhouse (one for each building). 5. One - 120 gallon propane barrel located at the USFWS Visitor Contact Station, Mile Post 1229, Alaska Hwy. 6. Miscellaneous refills of approximately twenty (20ea) 20lb propane portable tanks throughout the year, as needed. 7. Two -120 gallon propane barrels located behind Borealis duplex (buried).One for each side. PROVISIONS AND CLAUSES:The Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Provision found at FAR 52.216-02, Economic Price Adjustment shall be included in this solicitation to make changes for the cost of fuel increases or decreases. PROPOSAL EVALUATION CRITEREA:(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1)Best Value to the Government2)Total Base Bid;3)Total Price Per Gallon of Heating Fuel;4)Total Price per Gallon of AvGas;5)Additional Rebates and Discounts for multiple Quantities;6)Or any combination of these items resulting in the best overall value to the Government (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause found at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation.
