- Advanced Motorcycle Training Statement of Work The US Army Special Operations Command (USASOC) (Airborne), Fort Bragg, North Carolina has a requirement for purchase and delivery of an Advanced Motorcycle Training Program of Instruction and Mentorship Program. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference Request For Quotation number H92239-10-T-0002. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-37. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at farsite.hill.af.mil. The North American Industry Classification System Codes (NAICS) are 611692/611699. Size Standard is $7.0M. This requirement is 100% set aside for small business. REQUIREMENT : This acquisition is for a comprehensive and advanced motorcycle training program tailored towards improving the motorcycle riding skills of Army Special Operations Forces (ARSOF) personnel in real life scenarios. The program shall cover all aspects of speed and directional challenges of steering, braking, throttle control, turn entry/exit, visual control, lean angle control, and shifting. SCOPE OF WORK. The contractor shall provide instructors to teach a ten man course, training material, supervision of trainers and students, and all other items and services (not specifically identified herein to be Government furnished), necessary to conduct advanced motorcycle training focused on enhancing the USASOC(A) Military Motorcycle Mentorship Program. This requires travel to various locations throughout the United States in order to train the ARSOF MC riders. The anticipated period of performance shall include a base period of 12 months to provide flexibility for the Government's schedule. A total of five (5) courses shall be provided at the following locations: Fort Bragg, North Carolina (2 courses); Fort Campbell, Kentucky; Fort Lewis, Washington, and Fort Carson, Colorado. The training shall be conducted on a mutually agreed upon schedule totaling no more than 60 hours per training event over a seven-day period. The contractor shall quote pricing per training event and offer a total price for each 7-day course for contract line item numbers (CLINs) 0001 - 0004. Other Direct Costs (ODC) and contractor travel estimates shall be priced separately under cost reimbursable CLINS 0005 (ODC) and 0006 (Travel). CLINs 0001-0004: Advanced Motorcycle Training Course. The contractor shall conduct one course of instruction per Special Forces Group (1 st, 3 rd, 5 th, 7 th and 10 th SFGs) for a total of five courses of instruction at various locations throughout the United States. Course duration shall not exceed 60 hours each. CLIN 0001 shall contain pricing for two courses located at Fort Bragg, NC for 3 rd SFG and 7 th SFG. CLINs 0005-0006: The contractor's quote shall include all expenses involved in moving instructors from location to location to include, but not limited to, flights, meals, rooms, and transportation of all related equipment. Training locations include, Ft. Lewis, Washington, Ft. Campbell, Kentucky, Ft. Bragg, North Carolina, and Ft. Carson, Colorado. The specific contract requirements for the Program of Instruction are outlined in the statement of work (SOW) as set forth at Attachment 1. The Government will provide a classroom and multi-media capabilities for video presentation for classroom instruction purposes. The Government will coordinate and provide a training area to conduct this motorcycle training. Each Special Forces Group will provide adequate medical coverage for the duration of the course. Each student will provide their own personal motorcycle for training purposes. Contractor instructors shall provide their own motorcycles, be a licensed MC rider, and properly insured. Contractor shall also provide all video equipment/cameras to evaluate and critique student rider performance in accordance with the SOW. The Government anticipates award of a Firm Fixed Price contract. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. CLINS 0007 - 0009. These CLINs may be used to conduct two (2) additional classes. The requirement for the additional training is forecasted but currently unfunded. These CLIN will only be funded if it is determined to be in the best interest of the Government. The contractor shall be formally notified and funding will be provided via modification to the contract. Structure of the CLINs is as follows: 0007 - Training, 0008 - ODCs, 0009 Travel. Since location is not yet determined, travel CLIN pricing will be negotiated at the time of modification. PERFORMANCE: Each Special Forces Group location identified herein. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical capabilities: Experience and Course of Instruction; (2) Price: all pricing quoted shall be FOB Destination. (3) Past Performance: provide three past performance references (not more than 3 years old). Past performance references shall be similar to this requirement in scope and size. Include POC, contract number (if applicable), period of performance, and contract amount. 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: ( Award will be made to the responsive, responsible offeror whose quote conforms to this solicitation and represents the "Best Value" to the Government. "Best value" means the expected outcome of the acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) Technical capabilities: Experience and Course of Instruction (2) Price and (3) Past Performance (not more than 3 years old). Technical capabilities and past performance, when combined, are more important than price. However, award will not be made without consideration of fair and reasonable pricing. An offer will be considered unacceptable if evidence of technical capability and past performance are not met. 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Regulation Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their quote. The following clauses are applicable to this acquisition: FAR 52.219-6 Notice of Total Small Business Set Aside; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5 (D), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.204-7004, Central Contractor Registration; and 52.217-8 Extension of Services. DFARS 252.212-7001 (D), Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items; 252.204-7004 Central Contractor Registration (Alt A); 252.232-7003 Submission of Payment Requests and Receiving Reports. SOFARS 5652.201-9002 Authorized Changes Only By Contracting Officer; 5652.204-9003 Disclosure of Unclassified Information are applicable. Fax submissions will be accepted at (910) 432-9345. E-mail submissions will be accepted at conway-phelps@soc.mil ; however, it is the contractor's responsibility to ensure that e-mail submissions are received by the contracting officer. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include unit and total price, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Questions shall be submitted in writing no later than 28 OCT 2009. Questions concerning this acquisition shall be submitted in writing and e-mailed to the contracting officer's address provided. Telephonic questions pertaining to the technical requirement of this solicitation will not be answered. All answers will be provided via an amendment to the solicitation.
