Description
This Amendment incorporates NAIC code 334210 which was omitted on the original Market Survey. Consequently, FAA has extended the response date for the Market Survey until October 23, 2009. Background: The System Wide Information Management Program (SWIM) will use Service Oriented Architecture (SOA) principles in designing and specifying NAS Air Traffic Management (ATM) services. The FAA is seeking an XML Gateway that meets the Government's requirements to help ensure that the opportunities and benefits of SOA are achieved. Purpose:This is a market survey for the SWIM XML Gateway Qualified Vendor's List. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors' expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set-aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) program. The purpose of this market survey is to solicit statements of interest and capabilities from interested business concerns, including SBA certified 8(a) firms and other small business concerns, capable of providing standard, commercial XML Gateways which meets the Government's requirements. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program, and other small businesses such as Women Owned businesses and Service Disabled Veteran businesses or whether it is more appropriate to conduct this procurement as a full and open competition. Requirements:In order to make the determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible socially and economically disadvantaged businesses the FAA requires a Capability Statement from interested vendors. The Capability Statement should address your firm's technical capability to provide the product and services described in the Requirements Document. Limited to three (4) pages, it should include the following:1.A list of similar projects undertaken. For each project cited, please provide the following information: Name of project, Contract number, Customer Name, Brief Description of project or services/XML Gateway product provided, start and end dates, and any other relevant information.2.Expected programmatic approach, i.e., in-house, teaming, or subcontracting. If your organization is an eligible 8(a) certified business or other small business, please provide the percentage of work to be completed by the 8(a) or small business respondent. 3.If applicable, a list of all teaming partners with a description of each partner's responsibility. 4.Business Declaration Form (see attachment).5.If applicable, Small Business or 8(a) certification letter. To help you determine if your company is qualified to provide XML Gateway and services necessary for this requirement, the FAA is making available a DRAFT Requirements Document and Qualification Information Request (QIR). The Government welcomes substantive comments on both documents. Please submit comments together with the Capability Statement described above. There is no page limit on comments.
