- Description
- The Small Business Set Aside Request for Proposal (RFP) for the continued operation of the Cleveland Job Corps Center (JCC), at 13421 Coit Road, Cleveland, Ohio 44110, will be available approximately Tuesday, November 3, 2009, on the World Wide Web at https://www.fbo.gov. The resultant contract will cover the period August 1, 2010 through July 31, 2012 plus three Government unilateral option years. The Cleveland JCC has a capacity of 440 students (198 residential males, 198 residential females, 12 non-residential males, and 32 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. This contract will not include any direct Outreach/Admissions or Career Transition services. A Pre-Proposal conference followed immediately by a walk-through inspection of the Cleveland JCC facility, will be convened promptly at 10:00 a.m. local time on Tuesday, November 10, 2009 (address shown above). Offerors are advised to wear comfortable attire and footwear and allow approximately 2 hours for the site visit. Upon entering the facility, offerors must stop at the security check point at the entrance where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. Potential offerors are encouraged to submit questions in writing to the Contracting Officer prior to the Pre-Proposal Conference to facilitate responses at the conference. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Standard Time, on Tuesday, January 5, 2010, at the following address: U. S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Room 1086, 230 S. Dearborn Street, Chicago, IL 60604.
