Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Cincinnati, OH, has a requirement for Facilities Maintenance Services for the Cincinnati facilities. This requirement is solicited as a small business set-aside. The CDC intends to award a single Cost Plus Fixed Fee contract. The period of performance is for one base year and 4 one year options. Brief description or SOW. Background and Need The NIOSH Taft, Hamilton, and Taft North facilities in Cincinnati, Ohio, require facilities operations and maintenance, grounds and shop services. These activities shall be performed as described in the Statement of Work (SOW) that will be provided in the RFP when issued. The institute owns three (3) facilities in Cincinnati, Ohio, the Robert A. Taft Laboratories, the Alice Hamilton Laboratory and the Taft North facility which consists of approximately 400,000 square feet of space combined. Each facility contains highly complex laboratories involving single pass conditioned air systems, special requirements for filtration of exhausted air, and significant waste disposal concerns. All buildings are approximately 50 years old and continue to undergo major renovations and modifications to meet the changing program requirements of the Institute. The Taft Laboratories, originally designed as a water laboratory, contains one of the largest and most modern inhalation toxicology facilities in the United States. The Hamilton Laboratory, originally a warehouse/factory, contains high hazard laboratories and a large carcinogen laboratory. Taft North, is a complex of 5 (five) buildings that consists of a warehouse, office space, and storage. C.1.2 Scope of Work The Contractor shall provide all labor, supervision, equipment, and materials, except those specified as Government-furnished, to provide facilities operations and maintenance, administrative, grounds and shop services for NIOSH Taft, Taft North and Hamilton facilities. The Contractor shall perform all work described in the SOW in accordance with all Federal, state, and local laws, regulations, codes, and directives by the Project Officer. The Contractor shall be responsible for carrying out the following operations and services: Maintenance, Operation and Repair Shop Services Grounds Maintenance Waste Disposal Service Snow Removal Energy Management Building Systems Recommissioning Pest Control Required Service Contracts Elevator Maintenance Emergency Generator Maintenance Card Key Entry System Maintenance Window Washing (twice yearly) Security System Maintenance Fire Alarm and Suppression Systems Backflow Preventer Certification/Testing Fire Extinguisher Maintenance Recycling Maintenance The complete solicitation document, and reference material, if applicable, will be available for downloading at www.fedbizopps.gov on or about 2/9/2009 and quotes will be due on or about 11/20/2009.
