Description
Request For Information (RFI): This is Not a Solicitation. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. This (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal or as an obligation on the part of the Government to acquire any products or services. Your responses to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. All interested parties are encouraged to respond to this RFI. Background/Description: The United States Army Program Manager Warfighter Information Network-Tactical (PM WIN-T) Product Director Network Operations (PD NetOps) is intending to develop a new program called Tactical Services Management (TSM). This RFI is being issued to seek available mature commercial off-the-shelf (COTS) software products that can provide the following Information Technology (IT) Services Management capability. The product shall provide the capability to conduct real-time monitoring and management of critical operational IT resources via standard protocols (SNMP, WMI, Syslog). This includes the performance of operating systems (Windows, UNIX, and Linux); applications; and web-based, discovery, storage services that affect the availability of information resources/services. The product shall be able to monitor and manage the suite of Microsoft Enterprise Products (Exchange, Active Directory, DNS, SharePoint, SQL, etc) up to OSI layer -7; monitoring applicable performance parameters, event logs, etc. Additionally the product shall be configurable to manage Army specific applications at the application layer (capable of configuring specific monitors, rules). The product shall be Net-ready and shall not have any vulnerability that would prevent it from operating on secret classified networks. The product shall provide alerts; indicating application errors, device failures and other critical system changes that impact quality of services provided. These alerts should be displayed via a Graphical User Interface (GUI) and be configurable for e-mail distribution. The product shall display performance graphs and reports based on historical data in configurable time elements (e.g. minutes, hours, days, weeks, months and years) and display real-time server performance metrics. The product shall correlate network and service information, store that information in a database, and provide correlated event reports. The product should also provide troubleshooting capability; enable root cause analysis; suggest possible courses of action that can resolve errors for these supported products. It should also be capable of adding/creating new information for supported applications as well as specific applications. The product shall provide a capability to adjust applications parameters and IT resource settings required to support and adapt to battlefield dynamic changes. It shall provide the ability to remotely retrieve, compare, base-line, backup, restore and version the operational data of IT applications, both Commercial Off The Shelf (COTS) and Government Off The Shelf (GOTS). The product should be capable of operating within the Local Area Network (LAN), and preferably operate without persistent MS Active Directory Access. Additionally it should be capable of leveraging Active directory infrastructure (access control) where it is constantly available. It must be IPv4 capable, but preferably with inherent IPv6 capability. Requested Information: PD NetOps welcomes potential sources who believe they are capable of supplying the Army with a product meeting requirements described above. Any response to this RFI must include documentation (product datasheets, whitepapers, test results, and/or in statement form) addressing the following: 1.Hardware, Software Requirements (SQL,.net, etc) and acceptable configurations 2.Scalability information; describing products capability to manager variety of devices/applications as well as maximum number of devices that can be managed 3.List pricing details and licensing structure. 4.Current DoD and/or Army organizations utilizing product, and description 5.Availability of product training 6.Technical support capability and life-cycle support plans (upgrades) 7.Availability of Demo/evaluation Software; and its duration The data received in response to this RFI is for information purposes only. Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. Parties should clearly mark all proprietary information and separate it from the unrestricted information as an addendum.
