Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of an Advanced Occupational Education Program leading to a Certificate in Call Center, but one which is not part of a four-year degree program. The focus of the program is intended to provide inmates with marketable skills by providing classes which lead to a certificates of completion for each course. The services would be provided at the Department of Justice (DOJ), Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) Tallahassee, FL. The North American Industry Classification System (NAICS) Code is 611699 (Size Standard: $7 million). There will be approximately 20 inmate students per class. The Vocational Training (VT) program to be taught, in a classroom setting, is Call Center Operations with an emphasis in Customer Service and Business Management which will give inmate students marketable skills. Instructions will also include related subject consistent with the technology. Upon completion of this training, students should be proficient at the skills. A session will equal one (1) hour. The Contractor will normally work Monday through Friday (except Federal holidays) between the hours of 7:30 am. - 3:45 pm. The Contractor will be scheduled for four (4) to eight (8) hours per day. These hours will be mutually agreed upon by the Contractor and Government. The estimated maximum number of sessions per year is 1000. The individual(s) / organization will be qualified instructors, certifiable or certified by the State of Florida, Department of Education and have at least six month of current teaching. The Contractor shall possess a bachelors degree from an accredited college or university and/or experience in instruction in a business or service related field. Experience working in a call center and a correctional setting are preferred. All contract staff assigned to provide instructional services must demonstrate knowledge of business management principles, customer service and call center operations to include telephony and proprietary call center systems. Documentation to support the instructor's education and experience must be provided at time of submission of quote. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The solicitation will be available on/about October 21, 2009 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about November 19, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
