Description
The purpose of this pre-solicitation notice is to notify interested parties that a solicitation will be issued as a Request for Quotation (RFQ) for the Upgrade of the existing Land Mobile Radio Trunking (LMRT) system and infrastructure at Incirlik Air Base with a Motorola 7.8 VHF ASTRO-25 trunking system under the authority of the Test Program for Certain Commercial Items at FAR Subpart 13.5. This acquisition is set-aside for Turkish business concerns. Due to established economic agreements between the United States Government and the Government of Turkey, the U.S. Air force intends to award this solicitation to a business concern within the country of Turkey. If there is no Turkish businesses that can meet the specifications required or feasible pricing is not received to the maximum extent practicable, the U.S. Air Force reserves the right to contract a European or United States firm. The NAICS code assigned to this acquisition is 443112 and small business size standard is $9M. The acquisition will be solicited using Performance Base Acquisition procedures. The solicitation will provide a Statement of Objectives and the contractor’s quotation will need to provide detail information on how the contractor proposes to meet the specified objectives. The quotation will need to include, among other things, a Performance Work Statement, documentation sufficient to show that the contractor employs qualified personnel to accomplish work, and past performance references with sufficient contact information to allow for verification performance history similar to work required under this acquisition. The quotation submitted under this acquisition will be evaluated using a Performance Price Tradeoff (PPT) process that will be outlined in the actual RFQ. The dates given in this notice are tentative and subject to change. The date given by the actual solicitation (that will be posted to the Federal Business Opportunities web page) will provide actual dates for the site visit, pre-proposal conference, and due date for quotations. The tentative dates are as follows: RFQ issue – 30 October 2009, Site Visit / Pre-Proposal Conference – 05 November 2009; Quotation due date – 19 Novemeber 2009. Interested parties should register with the Federal Business Opportunities web page. The upgrade will be based on United States Government Provided Equipment (Motorola ASTRO-25 VHF, 5-channel stand-alone ASTROR 25 repeater sites) that will be used as foundation pieces for the overall infrastructure upgrade. We're also requiring the LMRT to include Information Assurance capabilities to support eventual connection to the Air Force IP network. The LMRT must support Advanced Encryption Standard (AES) encryption. The installing vendor will provide all personnel, test equipment, standard service vehicles, tools, material, supervision, and training as necessary to set up, install, and upgrade the systems and subscriber units. Upgrade existing one thousand sixteen (1,016) XTS5000 portables radios, sixty six (66) XTL5000 mobile radios and fifty four (54) XTL5000 Consolette base station radios to operate on a common software feature platform consisting of: Common Air Interface/ Improved Multi-Band Excitation (CAI/IMBE) operation, SmartZone (multi-site) trunked system operation, P25 9600-Baud Trunking operation, Supported by Multikey and, Over-The-Air-Rekeying (OTAR) functionality, Over-The-Air-Programming (OTAP) functionality.
