- Project No. R1PQ. TAS::14 1610::TAS Assess water pump and repair or replace as optioned.THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This is not a full and open competitive solicitation. This RFQ and Task Order opportunity is available only to contractors that hold a current and valid R1/R8 USFWS Indefinite Delivery Indefinite Quantity (IDIQ) contract for alteration/repair/rehabilitation/demolition projects. IDIQ contracts were awarded competitively to multiple contractors on a best value source selection basis. The U.S. Fish and Wildlife Service (FWS) requires a water pump to be assessed and either repaired or replaced on an optional basis at Makah National Fish Hatchery. Specifications for the existing Imprint Pump #37 will be detailed in the RFQ Statement of Work -- PACO 612-11 Type MSC, submersible, non-clog pump unit with pump close-coupled to a 10-horsepower, three phase, 460-volt, 860 rpm, submersible, electric motor. Capacity is 1205 GPM at 20-feet head. The selected IDIQ contractor will provide all design, construction, labor, materials, management, supervision and incidentals to evaluate, and as an option, either repair or replace the pump. All work to be performed shall be at the Makah National Fish Hatchery, 897 Hatchery Road, Neah Bay, Washington 98357 (Clallam County). Period of performance is expected to commence approximately March 1, 2010, and be completed within 90 calendar days. Basis for award will be Lowest Price Technically Acceptable quote; other factors will be considered, including experience repairing submersible pumps in remote locations. Quotations submitted by authorized IDIQ contractors must be received on or before November 5, 2009. An official pre-bid Site Visit will be conducted on Thursday, October 29, 2009, at 11 a.m. Pacific time. Coordinate Site Visit participation by contacting Caroline Peterschmidt at (360) 645-2521. Attendance at the official Site Visit is not required; however, IDIQ contractors who intend to submit a quotation are encouraged to attend. The Task Order is expected to be awarded on or about November 16, 2009. A Fixed Price Task Order with Options to either repair or replace the pump will be awarded to the technically responsive lowest bidder in accordance with the Evaluation Criteria specified in Section M of the RFQ. Technical and contractual questions shall be submitted in writing to gail_rubin@fws.gov on or before Monday, November 2, 2009. Responses to questions, if any, will be provided in an amendment to the RFQ. NOTE: Quotes submitted will only be accepted from qualified IDIQ contractors. The associated North American Industry Classification System Code (NAICS) code for this acquisition is 238220, and small business size standard is $14M.
