- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT MODIFICATION The Space and Naval Warfare Systems Command (SPAWAR) intends to award asole source modification to the competitively awarded Commercial BroadbandSatellite Program (CBSP) Small Ship Variant (SSV) contract, N00039-08-C-0027,awarded to CVG Incorporated, 14432 Albemarle Point Place, Chantilly, VA, on16 October 2007. This increase in scope contract modification is forengineering services and material to perform electromagnetic interference(EMI) hardening to CBSP SSV AN/USC 69(v)1 terminals and spares. Thismodification will add additional CLINs to the remaining option years to procurematerial and installation services for 13 EMI terminal kits and material andmodification services for 13 EMI spare kits. The duration of this effortremainsunchanged and is through 31 October 2012. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source underauthority of 10 U.S.C. 2304(c)(1) and FAR 6.302. CVG is the sole manufacturerand maintainer of the current CBSP SSV. As the sole manufacturer, CVGpossesses the technical drawings and data package for the major componentsand subcomponents of the above identified system. As such, CVG is the onlycompany that possesses the detailed knowledge and unique expertisenecessary to procure and integrate the EMI upgrade into the existing SSVterminals. Interested persons may identify their interest and capability torespond to the requirement or submit proposals. This notice of intent is not arequest for competitive proposals. Interested parties may submit theircapability statements to the Government point of contact no later than 15 daysafter the issuance of this notice. A determination by the Government not tocompete this proposed contract modification based upon responses to thisnotice is solely within the discretion of the government. Information receivedwill normally be considered solely for the purpose of determining whether toconduct a competitive procurement.
