- SCOPE OF WORK WOODLAND JOB CORPS CAREER DEVELOPMENT CENTER TELECOMMUNICATIONS TECHNICAL TRAINING PROGRAM FOR ELECTRICAL SYSTEMS TECHNICAN (EST) DATE:October 21th, 2009 NOTE:This Posting will be advertized for 5 days Telecommunications Technical Training Program The Woodland Job Corps Center, located in Laurel Maryland request your proposal to administer a quality vocational training program for our Electrical Systems Technician (EST) Vocational Training Program. SERVICES TO BE PROVIDED: 1.Provide both on/and off-Center training in Pre-Apprentice Electrical Systems Technician. Instructions shall be provided in accordance with provisions set forth in the USDOL contract, the Policy and Requirements Handbook (PRH) and Company operating procedures and handbooks utilizing Job-Corps-developed curriculum, program instructions, Training Achievement Records, (TARs) and based upon the contractors Continuing Education Curriculum for Telecommunication Technologies. 2.A certificate of completion shall be provided to each Job Corps student who successfully completes the career technical skills trade certifying participation and satisfactory completion. In addition, Electrical Systems Technician completers will receive Lock Out/Tag out Certification from recognized, accredited organizations. 3.Instructors shall maintain Job Corps required student progress, completion, and attendance records including, but not limited to Progress Reports, Attendance and Accountability Reports, TARs and Student Employability Skills Evaluation Rating (SESE) Reports. Instructors shall participate in all student evaluations scheduled for their respective students in order to effectively evaluate each student’s progress. 4.Instructors shall maintain a professional, safe environment in the classrooms and vocational shops, which includes standards of dress for students and instructors (per Company Human Resource policies which will be provided to the contractor). 5.Classroom/shop appearance and classroom/shop organization. All required Center and OSHA safety standards, guidelines, policies and regulations shall be adhered to and maintained at all times. 6.Students shall be encouraged to participate in employer-based training, vendor-based training and Work-Based Learning opportunities, and shall be assisted in developing a personalized Career Development Plan. Encouragement and assistance shall be provided for successful vocational skills completers to further their careers through advanced education. 7.The contractor shall provide all instructional supplies and materials required to operate each class including the initial computer software package excluding consumables. 8.Instructors shall meet the minimum requirements and possess the necessary educational certification, experience and skill set as established by USDOL and the Center. 9.The contractor shall provide a qualified instructor or substitute instructor for class coverage in each of the vocational skills areas for all training days. 10.Instructors shall participate in specified activities, meetings and duties both in and outside of the classroom during the training day. The training day is defined as one morning session, from 8:00am to 11:30am and one afternoon session from 12:30pm to 3:30pm, Monday through Friday. In addition, three hours per week (3:45pm to 4:30pm Monday through Thursday) will be utilized to conduct Center administrative and support functions and activities, i.e., attending meetings, student evaluation, participating in non-class student activities, etc. 11.The Contractor’s Project Coordinator shall provide oversight through on-site supervision/observation of instructors assigned to this Subcontract at the Center, and off site locations as needed. This oversight shall be provided a minimum of five hours per week at all subcontracted vocational skills training areas combined. Informal and/or formal observations shall be written and submitted to the Center’s Employability and Training Director within five days of the site visit. 12.The contractor shall provide sufficient oversight and support to ensure Vocational outcomes achieve at a minimum, 100% in all CTT-10 categories for Electrical Systems Technians, as established by the Job Corps National Office for each Program Year. In addition, 51.2% of completers in the trade shall obtain a GED or high school diploma to achieve outcomes established by the Job Corps National Office for this Program. 13.The Center shall notify the Contractor of any changes in the Job Corps outcome standards at the beginning of each Program Year (July 1). 14.The Contractor’s Project Coordinator shall provide ten hours per week of direct student placement support. The Coordinator shall assist students, instructors, and the Center’s Employability Coordinator and Career Technical Managers in achieving a performance rating of a least 100% for all applicable Outcome Measurement Standards (OMS), as established by the Job Corps National Office for each program Year (July 1 through June 30). 15.The following standards apply to Electrical Systems Technician •80% Former enrollee placement •90% Graduate placement •$9.22 per hour average wage at initial placement •70% Long-term graduate placement at 6 month and 12 month follow-up. •$424 per week long term graduate placement wage at 6-month follow-up 16.The Contractor’s Project Coordinator shall establish a career information corner in each classroom. The college’s Career and Placement Center, Career Net, America Jobs, and other employment services will be used to identify employment opportunities. 17. A Contractor’s representative shall serve on the Boards of both the Community Relations Council and the Industry Advisory Council. 18.The Contractor shall assist the Center in job placement efforts for students upon completion of training, including consideration of graduation Job Corps students for employment with the contracxtor. In addition, the Center will seek to establish the Contractor as a designated work experience site, providing temporary employment, and on-the job training to eligible Job Corps students, in support of the Center’s Work Based Learning (WBL) Program. 19.The Contractor shall develop instructional materials and shall ensure that instructors are fully training in the use of instructional materials. The college is encouraged to recommend curriculum changes, enhancements or supplements through the Vocational Manager to the Center Director for review, and forwarding to USDOL for Approval. The Parties agree that only USDOL has the authority to implement curriculum changes. 20.The Contractor shall provide training for subcontracted instructors in First Aid, CPR, and Sexual Harassment on an annual basis.
