Description
The Department of Health and Human Services, Program Support Center, Division of Acquisition Management, intends to award a sole source, firm-fixed price contract to the University of New Mexico Regional Trauma Center to provide a comprehensive Computer Tomography (CT) Application, Utilization, Clinical Outcomes, and Cost Effectiveness Study, is needed in Indian Health Service (IHS). This study will guide the deployment of CT and the treatment of Central Nervous System (CNS) -Traumatic Brain Injury (TBI). The Contractor will provide Neurosurgical expertise for utilization of CT for CNS-TBI Clinical Care, Transport decision making for IHS and Tribal Hospitals in the common South West Regional Trauma System. Navajo Hospitals and other Tribal hospitals in New Mexico that relate and refer to the University of New Mexico Regional, (Level I) Trauma Center will be included in this program. Multiple Study parameters of the availability of patient access to CNS-TBI Care, Computer Tomography (CT), On line Neurosurgery Consultation, Patient Transport and follow on care. This CT CNS-TBI study will assess and evaluate Patient Access to Emergency CT, Immediate Consultation and Case Management, Decisions to Transport, Local Hospital and Regional TC Intervention and a variety of clinical, systems and cost parameter outcomes. The CNS-TBI study will utilize the Glasgow Coma Scale (GCS), Levels of Impairment. Objective assessments of injury and CT analysis provide data not available for other trauma and, emergency medicine conditions. The contract shall have a base period of 12 months from the time award. Interested parties who feel that they are capable of fulfilling this requirement may identify their interest by providing clear and comprehensive information supporting their claim, inclusive of references listing contact person(s) and phone number(s). This notice of intent is not a request for competitive proposals. However, all information received within 15 days of the publication of this notice will be considered by the Government. A determination by the Government not to compete this requirement is solely within its discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. However, it is at the discretion of the contract officer whether to negotiate and award the contract to the University of New Mexico Regional Trauma Center.
