- RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Bureau of Land Management, National Operations Center (NOC), intends on utilizing an existing Single Award BPA for GCDB and Land Records Services contract to procure services for Montana and the Dakotas Master Title Plat (MTP) Production. The BPA being utilized is L07PD04989, and was awarded to Premier Data Services through GSA contract number GS-35F-0418K. This opportunity is only available to the current contract holder. This notice is not a solicitation for offers. The Request for Proposal (RFP) package will be sent to the designated BPA contractor. This acquisition falls under North American Industry Classification System (NAICS) Code 541370 and Product Service Code D315. Any questions regarding this notice must be submitted in writing by email to Chad Hepp, Contracting Officer, at Chad_Hepp@blm.gov. Below is a general description of the services required. This procurement involves the conversion of 1564 Montana and Dakotas Master Title Plats (which fall in potential renewable energy areas) to an Auto CAD compatible *.dwg file. The conversion of a townships mylar plat will involve the compilation or editing of an existing raw drawing file in AutoCAD software to match the current, official set of mylar plats. Match is defined to mean that the drawing file has been edited to portray the same information that is shown on each mylar copy. Utilizing the most current GCDB data set, the PLSS is to be portrayed geographically on the MTP with all land status, lines, text and layers being converted to an electronic drawing file. Utilizing BLMs LR2000, all recorded land status information will be populated to the MTP drawing file at a predetermined geographic location. All lines and text will be converted to the correct drawing layer as defined by BLMs 1275 Manual Standards for Land Status Records. A 100 percent inspection and one-to-one comparison will be performed with the BLM provided scanned image of the original (mylar) MTP and the newly converted MTP for a Quality Control/Quality Assurance check. Any errors or omissions will be reported in a formal document to ensure that the LR2000 data or the MTP data is revised or corrected to current status.
