Description
Federal Emergency Management Agency (FEMA) Virginia National Processing Service Center Housing Inspection Services 430 Market Street Winchester, Virginia 22603 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is a mechanism to obtain feedback from industry in regard to the information sought below. This information will be evaluated and the responses provided may be used in the requirements development for a Statement of Objectives. This is not a synopsis preceding the issuance of a solicitation. Rather, it is market research issued solely for information purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). The Government has no specific plans for procurement at this time. Overview The RFI responses are to include available technological resources to collect residential damage inspection data. The objectives are to identify industry capability, time lines and realistic input on means and methods to improve disaster housing inspection capabilities by using Smart Phone technologies to enhance the inspection capability of field inspectors. More pointedly, FEMA is interested in using Blackberries or equivalent devices to perform residential damage inspections in routine and also catastrophic disaster declarations. At present, these residential damage inspections are completed in a room by room line item method and all repairs are recorded as a construction component and a quantity. Smart Phone technology data will need to integrate with the NEMIS (National Emergency Management Information System) database tables in an XML format. Additional capabilities required are GPS navigation, mapping, real time date, and time stamp and photo capabilities. Organization background and Vendor information required A written response to your RFI including an outline of details about your organization and the business sector supported. Additional details are to include: Turnover, growth, locations, and number of employees; Details of the vendor’s current functionality that meets FEMA’s requirements; Vendor background, quality accreditations, experience of the systems proposed, your business sector and implementations; Staff maintenance and support details, options, Service Level Agreements; Implementation assistance to include user training and IT implementation support; Contact details of key staff involved and examples of implementation. DHS Information Technology Compliance Comply with DHS 4300A pertaining to guidance on IT Equipment to include workstations, laptops and other mobile computing devises, hardware and software.
