Description
This was originally posted under synopsis N68335-09-R-0126. This is being posted under an FY10 solicitation number of N68335-10-R-0027 The original synopsis is being modified to add the following: 3 FAT units CNIAS; 3 production units (from 52 to 55 each) CNIAS; 1 FAT and 33 production units CIT OTPS Mod Kit 1 FAT and 33 production units MIDS-LVT OTPS Mod Kit Synopsis is changed to read as follows: The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate a follow-on contract, on a non-competitive sole source basis with BAE Information and Electronic Systems Integration Inc., 164 Totowa Road, Wayne NJ 07474 for services and supplies required to produce a quantity of 3 First Article Test (FAT) units and 55 domestic and FMS production units of the Communication, Navigation, & Identification Ancillary Set (CNIAS); 1 FAT unit and 33 domestic and FMS copies of the Combined Interrogator/Transponder (CIT) Operational Tet Program Set (OTPS) Mod Kit; and 1 FAT unit and 33 domestic and FMS copies of the Multifunctional Informational Distribution System - Low Volume Terminal (MIDS-LVT) OTPS Mod Kit. The CNIAS and associated OTPSs will be used to test communications, navigation and identification systems on the Consolidated Automated Support System (CASS) family of test stations. This requirement also includes full or updated (as required) engineering drawing packages, software coding, hardware, logistics data and documentation, and product testing. The Government intends to procure the above items under the authority of 10 U.S.C 2304 (c) (1), FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." Government does not own the data, drawings, software programming manuals, or specifications for the CNIAS to permit full and open competition. A determination by the Government not to open the requirment to competititon based upon the responses to this notice is solely within the discretion of the Government.
