The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR 1. STATEMENT OF DUTIES The purpose of this Personal Services Contract (PSC) position is to provide senior level advice and guidance to the Narcotics Affairs Section (NAS) at the American Embassy in La Paz, Bolivia in the implementation of bilateral U.S. Government (USG) and Government of Bolivia (GOB) International Narcotics Control (INC) projects. The Senior Advisor will act as the defacto NAS Director, but without conducting activities that are inherently government functions. MAJOR DUTIES AND RESPONSIBILITIES 1.Provides senior-level advice and assistance in the planning, developing and administering of the NAS/GOB counternarcotics programs. 2.Serves as the lead advisor for the NAS in its overall goal to institutionalize the capabilities of the Bolivian counternarcotics forces to become as self-sufficient as possible, while also ensuring that USG counternarcotics interests are well served. 3.Serves as Senior Advisor for the NAS to coordinate the implementation of counternarcotics policies and strategies, including strategic planning, setting priorities and evaluating bilateral programs. Specific Duties to be performed are: a)Initiates studies and advises NAS and GOB partners in the areas of strategic planning, leadership, management, and organizational requirements and reforms. b)Coordinates the development of internal control reviews and Coordinates initiatives across NAS programs for the establishment of new management and administrative systems and changes required by increasing or decreasing narcotics assistance programs. c)Identifies areas for independent, professional evaluations, designing the scope of the evaluations and provides expert guidance to the NAS Management Officer or equivalent in contracting for the evaluations. d)Serves as the senior lead for the NAS/GOC agreed actions to improve the efficiency of GOC and NAS operations. e)Evaluates GOB counternarcotics Police and Military command relationships with the goal of identifying systematic weaknesses. This will include analyzing operational problems at Police and Military headquarters and in the field of areas of operational planning as it relates to logistics, tactical movements, physical security, and intelligence. f)Serves as the Senior Advisor for the NAS on issues related to the U.S. military and Law Enforcement Agencies, especially focusing on seeking out synergies and avoiding duplications. Bilateral Agreements g)Acts as the senior coordinator for USG-GOB bilateral agreements on INL-funded counternarcotics programs; advises the negotiators for the Letters of Agreement (LOAs) in accordance with INL policies and international agreements and law, including the formulation of draft LOAs for consideration. General: h)Assists NAS in developing counternarcotics strategies and programs, as directed. i)Coordinates closely with USG Federal law enforcement agency representatives in Bolivia. j)Coordinates closely with the U.S. Military Group (MILGRP) for training and counternarcotics programs. k)Evaluates NAS internal controls to ensure conformance with the myriad of laws and regulations under which the NAS programs are administered. l)Evaluates NAS management controls and develops innovative program concepts and trains NAS officers to ensure that USG provided commodities are effectively utilized. This includes continuous oversight responsibility and end use monitoring to ensure that NAS programs are not subject to waste, fraud or mismanagement. m)Continuously evaluates and advises the NAS on the performance of Bolivian agencies operating in conjunction with NAS/INL assets and resources in order to recommend and/or provide training as needed. n)Provides expert analysis and guidance in project procurement and budget preparation and program planning. o)Ensures that commodity procurement requirements and preparation of related project documentation support the programs being implemented. Provide advice and coordination in matters pertaining to commodity maintenance and field support. p)Conducts senior-level field surveys, evaluations, and special studies as directed. q)Briefs USG (both executive and legislative branch) and other visiting officials on the status of NAS programs. r)The incumbent shall reside in the city of La Paz, Bolivia with approximately 5% of his/her time traveling and working in the field. SUPERVISION: The Senior Advisor will receive general guidance from the NAS Director or Acting Director. As a recognized authority in financial and organizational management programs and issues, the incumbent will receive only administrative and policy direction concerning overall program priorities and objectives. Specific assignments frequently originate out of the liaison activities of the work, and the incumbent independently negotiates the draft scope and objectives of projects with little input or review by his/her supervisor. Since the incumbent is physically located in La Paz, he/she will exercise considerable independent judgment in developing new and improved approaches in analyzing and reviewing NAS’s programs in Bolivia. SUPERVISION EXERCISED: None GUIDELINES: Guidelines include basic legislation, in particular Chapter 8 of the Foreign Assistance Act of 1961, as well as other laws, including other authorities under the FAA, several Narcotics Control Acts, the Narcotics Control Trade Act, the Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act (which appropriates funds for the INL programs), other supplemental appropriation laws, and the State Department Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. In addition, broad agency policy statements for the program may include reference to pertinent legislative history. The Senior Advisor must exercise considerable judgment in interpreting and adapting existing precedents and in developing new or improved approaches in analyzing controversial and nationally important subjects to persons with conflicting views. The incumbent is recognized as an expert in the development and/or interpretation of guidance on financial and organizational management issues. COMPLEXITY: The work involves planning, organizing, and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity related to the issues that INL and NAS are involved with, there is extreme difficulty in identifying the nature of the issues or problems and in planning, organizing, and determining the scope and depth of studies/audits to be undertaken. Difficulty is also encountered in separating the substantive nature of programs or issues into their components and determining the nature and magnitude of programs or issues. Also, in discerning the intent of legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS: The Senior Advisor performs very broad and extensive assignments related to a complex administrative/financial program spanning the full range of counternarcotics programs in Bolivia, which is of significant interest to the public and to the Congress. 8. PERSONAL CONTACTS: The incumbent works closely with the senior management of the NAS and the INL Bureau, and with senior managers in other agencies. He/she may also have dealings with principal and senior management representatives from private sector firms with existing or pending contractual relationships with the Department, as well as Congressional staffs. Incumbent will also be expected to maintain contact with senior officers in the Bolivian Government, including the Police and Military. MINIMUM QUALIFICATIONS: A. Must be a US Citizen, eligible for DOS Top Secret security clearance. B. Bachelors Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the Foreign Service, law enforcement, international development, international affairs, or public administration). C. Must have the ability to project and analyze the potential effects of actions on program viability and attainment of program objectives. D. Must have expert knowledge of applicable legislation, statutes, regulations, policies, and procedures in order to develop policy documents, reports, and other materials requiring in-depth expertise. E. Strong verbal and written skills and an ability to concisely present and defend complex analyses and proposals. F. Demonstrated experience in US counternarcotics programs aimed at achieving US drug control objectives, including management of US bilateral programs in drug control and demand reduction; interdiction and law enforcement; alternative development; public awareness. G. Demonstrated experience in planning USG counternarcotics policy and programs; negotiating and development project agreements with host nations; implementing project proposals; reporting on program progress and analyzing program results. H. Experience working counternarcotics and law enforcement issues within the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Drug Enforcement Agency, or other USG Agency. PREFERRED QUALIFICATIONS: A. The skill to plan, organize, and direct working groups and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources. This requires the ability to coordinate the work of technical specialists, and resolve major conflicts in policy and program objectives, as they occur. B. The skill to draft highly complex, technical analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior level officials. C. Knowledge/experience in working with international counternarcotics, anticrime, or similar programs. D. Substantive Knowledge and experience with Andean Counter Narcotics policies and issues highly desirable. EVALUATION CRITERIA: Factor 1. Demonstrated experience as a recognized authority in organizational management programs and issues. This includes experience that may have involved analytical, planning, advisory, operational or evaluative duties for the purpose of developing and implementing policies, procedures, and standards. (25 points x ___ = ___) Factor 2. Demonstrated experience independently writing reports, audits, memoranda, etc. in a subject matter area related to the duties of the position. Such reports and other written products would have been recognized as having had a significant impact in the program area on an international level. (25 points x ____=_____) Factor 3. Demonstrated experience in conducting meetings, conducting discussions that justify, defend, negotiate, overcome resistance, or settle highly significant or controversial issues. Experience in coordinating and/or integrating the work of participating groups with conflicting, incompatible, or undefined priorities, requiring that major compromises in the project goals, techniques, and methodologies be implemented before substantial progress can be made. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points x _____ = _____) COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
