- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an order under an existing Basic Ordering Agreement to Thales Avionics for the procurement of a focus specification modification to the AH-1Z Full Flight Simulator for the Optimized Top Owl Day Display Module. This procurement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Thales is the sole designer, developer, and manufacturer of the Optimized Top Owl. Thales Avionics is the only known company with the knowledge, data, and capability to manufacture these systems. See note 22.
