- Description
- The VA Medical Center in Coatesville, PA is seeking professional A/E services for the Renovate SPD Suite and Storeroom. Provide professional A/E Services for the complete working drawings, cost estimates, specifications and construction period services for the Renovate SPD Suite and Storeroom Project. Contract services to provide professional A/E Services for the complete working drawings, cost estimate, specifications and construction period services for the renovations to the SPD Suite located in building # 4 and the renovations to the SPD Store Room located in building #1. The Engineering disciplines required for this project will be Architectural, Electrical, Fire Protection, Mechanical, and IH Services. Also included will be security and communication requirements. This project is for the total renovation of SPD Suite in Building # 4, Basement, and a New SPD Storage Room located in Building # 1, Basement; Suite B01(Former Micro Biology Suite). The project includes all the necessary demolition and new construction of walls, doors / frames, plumbing fixtures, electrical fixtures, architectural finishes and new HVAC system. Also included shall be the installation of new equipment, the relocation of existing equipment, installation of government-furnished equipment. The consultant shall incorporate into the design special casework; stainless steel counters, shelving, and fixtures that are required to comply with project requirements. Design a complete and functional user friendly environment in accordance with all National Architectural, Electrical, Mechanical and Building Codes, ADA Requirements, Fire / Life / Safety and Security Codes, JACHO Compliance and VA Handbook 7176 Criteria, VA HVAC Design Manual.The design shall include and not limited to; (1) The total renovation of SPD Suite in Building # 4, Basement. This project requires architectural space reconfiguration in order to satisfy current SPD workflow and material flow standards. The prospective A/E shall incorporate a Study which was completed April 14, 2008 by Entek Corporation for this area, which the alternative "B" concept diagram was selected by VA. (2) One deficiency that needs to be corrected is the current air exchanges, regarding proper air changes and providing for a positive / negative air relationship within the Suite in both the decontamination and sterile processing areas are not in compliance with VA Handbook 7176. (3) Also outstanding are problems noted in the decontamination area including no dedicated EMS closet within the area, no changing area or shower for staff without leaving the area, and no hand washing sink outside of decontamination for the staff prior to leaving the area. (4) The total renovation of the new SPD Storage Room in Building # 1, Basement, Suite B01. This area will require renovations to create a temperature / humidity controlled SPD Storage area in accordance with SOP 1008, Environmental Controls of Storage areas, and VA Handbook 7176, Part 10, Section 3.1003. (5) Demolition shall include all identified Asbestos or Asbestos Containing Materials, Mold and lead paint Abatement in accordance with Federal, State and local requirements. (6) Demolition of all necessary interior walls, ceilings, flooring and utilities in order to provide a functional space. (7) Evaluate and determine an up-grade for the exterior stair well drain system, what would alleviate leaf blockage and eliminate rain water entering the building. (8) Evaluate and determine the up-grade of the existing heating and HVAC system, piping, ventilation, exhaust, domestic water and drain vent. (9) Evaluate and determine the up-grade of the existing fire alarm and sprinkler systems. (10) Evaluate and determine the demand for electrical load and emergency power needed for both areas SPD Suite and SPD Storage Room. (11) Masonry walls shall be covered with drywall, new dry wall partitions, new doors / frames / hardware, new certified medical vinyl seamless flooring in SPD decontamination areas, vinyl tile in Admin areas, and new certified medical suspended ceilings. (12) Renovate Toilet and Shower rooms, replace all fixtures, install new ceramic floor tile and wall tile. (13) All new work shall be in accordance with VA Handbook 7176. The A/E work shall be in accordance with VA Design Manuals for Architectural Design Manual dated May 2006, Automatic Transport Design Manual Dated February 2000, Electrical design Manual for Hospital Projects dated 2008, Fire Protection Design Manual dated September 2001, HVAC Design Manual dated July 2008, Interior Design Manual Design dated May 2008, Plumbing Design Manual Dated 2006, Sanitary Design Manual Dated 6/2006, Site Development Design Manual Dated 6/2006, Steam Distribution Design Manual dated May 2006, Structural Design Manual Dated 6/2006, ADA Compliance Requirements, VA Handbook H-08-15, Current VA Metal Health Environmental of Care Risk Assessment and Infection Control Criteria. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide a 50% design submission, 90% design submission, 100% design and final submission. The final submission is due 145 calendar days after the notice to proceed is issued. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $1,000,000 and $2,000,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation and information to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business Monday, November 23, 2009. NAICS 541310 applies. This is not a request for proposals. This procurement is set-aside for service-disabled veteran-owned small businesses only. The award of the contract is subject to the availability of FY 10 funding. See numbered note 24.
