Description
The Office of Justice Programs (OJP), U.S. Department of Justice (DOJ), will issue a request for proposal (RFP) for the Office of the Chief Financial Officer's (OCIO) OJP Control Desk. These services are currently being performed by Advanced Automation Technologies Incorporated, 1400 Mercantile Lane, Suite 246, Largo, and Maryland 20774. The services required are categories under three tasks, each with multiple sub-tasks, as follows: 1) Processing Grant Applications, including a) Complete basic pre-award processing; b) Distribute awards and process award acceptances; and c) Complete post-award processing. 2) Operation of Control Desk, including a) Operate reception desk; b) Administer the "Control Desk" box, the "Acceptance" email boxes, and the Acceptance Rightfax box and respond to the requests in the email traffic; c) Receiving and Distributing Mail to OCFO staff; d) Maintenance of paper documents in the Official Grant File; and e) Provide support services to the Office of Communications (OCOM); and 3) Developing an operation guide for performing routine services. The estimated level of effort is 42,872 hours per year. The anticipated labor categories include: 3 Production Control Clerks to serve as team leads, 2 Accounting Clerk III's, 8 Accounting Clerk II's, 3 Word Processor III's, 2 General Clerk (GC) II's, and 3 GC I's. The Accounting Clerks must possess accounting and bookkeeping skills, as well as clerical and data entry skills. The word processors and the general clerks must have clerical and data entry skills. This RFP will be issued as a 100% small business set-aside limited to small businesses located within a 50-mile radius of Washington, D.C. 20531. The applicable North American Industry Classification System (NCIAS) Code is 561110, Office Administrative Services, and the size standard is $7,000,000.00. The resulting contract will be performance-based, indefinite delivery, indefinite quantity type, on a time-and-materials (T&M) basis. The contract will comprise one base year and four option years. The RFP will be issued on or about November 12, 2009. The anticipated closing date is December 10, 2009. A best value" award will be made after an evaluation of technical capability, past performance, and price. Interested vendors must send the above Contracting Officer a formal e-mail request and include the company name, address, point of contact e-mail address, and telephone number. All responsible small business sources within a 50-mile radius of Washington, D.C. 20531 may submit a proposal.
