- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested with literature to be included on the product and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. North American Industry Classification System Code (NAICS) 443120 size standard is $9.0 million. Reference number R10PS17132 Software Programs is issued as a Request for Quotation (RFQ). This acquisition is open for Full and Open competition. FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008) paragraph (k) requires all firms or individuals responding to be registered with Central Contractor Registration (CCR) database at time of contract award and throughout the performance period. To register, please visit http://www.ccr.gov. Offerors shall include a completed copy of provision at FAR 52.212-3, Offeror Representations and Certification -- Commercial Items (Aug 2009) or indication that reps and certs are located on the Online Representations and Certifications Application (ORCA) website at http://www.bpn.gov/orca. Quotes can be submitted on a partial basis. Your quote must include discount terms, delivery date, tax identification number, and DUNS number. Quotes are due on November 16, 2009, 4:00 PM, PST in order to be considered. Quote submissions may be e-mailed to pmarrs@usbr.gov or sent via fax to 509-633-9175. Due to technical issues, email and fax may not result in your proposal arriving before the cut-off time, please allow extra time if you're sending your quote via electronic means. The Government anticipates an award of a firm-fixed priced purchase order resulting from this RFQ on or about November 19, 2009. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the Bureau of Reclamation, Grand Coulee Power Office. This equipment will be purchased in accordance with FAR Part 13, Subpart 13.5-"Test Program for Certain Commercial Items." Simplified Acquisitions Procedures apply. Technical specifications for quoted items MUST accompany the offeror's proposal submission, if other than specified, in order to be considered. Quality and Delivery Time, when combined, are of greater importance than price. Only firm-fixed price offers will be evaluated. The Government will, from this solicitation, award a firm-fixed price contract that provides the best value to the Government. All responses that meet the criteria contained within will be considered. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106-2.
