THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY In compliance with the transparency and accountability requirements associated witht the supplemental appropriations provided by the American Recovery and Re-Investment Act (ARRA) of 2009, Pub,L. 111-5, the Government posts this special notice of intent to issue a Task Order under an established, competitively awarded, Cost Plus Performance Fee Contract (68-W-04-005, Task Order 74). The contractor is Lockheed Martin Inc. The purpose of this Task Order is to obligate $249,998.75 for support of the EPA Superfund Program CERCLIS database. The period of performance for this work is 10/26/09 - 06/30/10. This work supports the CERCLIS database which needs to be modified to provide a new interface for entering data that needs to be captured by EPA to show progress against ARRA funding and allow the ARRA funding to be tracked seperately. As a result of the ARRA and the disbursement of ARRA funds across contracts at a number of Superfund sites, the EPA Superfund Program has gathered new requirements for CERCLIS to show how the ARRA funding is being used at the site level and also specific to projects at each site location that are affected by the ARRA. These new requirements will be incorporated into the CERCLIS system via this new task order. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Information Technology Solutions - Environmental Systems Engineering (ITS-ESE) contract was not awarded as a FP contract, the contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing ITS-ESE contract was awarded on a competitive basis and has sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, the existing ITS-ESE contract is the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS REQUIREMENT IS TO BE AWARDED TO AN EXISTING EPA CONTRACT HOLDER. REQUESTS AND/OR INQUIRIES WILL NOT BE ANSWERED.
