Description
COMPLETE AND DETAILED DESCRIPTION OF SERVICES NEEDED:1. Request a containment enclosure, setup, and maintained operating withelectrical lights, and climate control equipment, to support flight deck nonskidreplacement. The Containment Enclosure dimensions shall be 140 feet by 85 feet.Initial setup with one move, shall be accomplished on board theflight deck.Duration of operation is 16 Days. Early assembly on the pier. Assembly will take7 days. Disassembly will take 3 days. A. The containment enclosure structure must be modular in design andconfigurable if necessary to change the length.B. The structure shall be easily movable in a safe, controlled manner, usingsmall forklifts and qualified operators, without structural disassembly, wheelsshall be unlocked and rotated in the correct direction. Brief the Supervisor and demonstrate electronic communications between thecraftsmen.C. The containment enclosure shall be constructed of light weight fire resistantmaterials, designed to distribute the load over the covered area, and protectthe deck, and new coatings from contamination / damage from water. The totalweight of the enclosure system must allow for a maximum point load of 1600lbs/sq inch. Pneumatic tires with wheels must be sufficient to prevent damage tothe new non-skid.D. Structure shall be capable of spanning up to 140'X 85' without internalsupport in contact with the deck. Internal deck areas must be unobstructed toallow access with ten feet tall clearance as a minimum clear height. The structure shall have as a minimum, one sealable access opening at each end,ten feet tall by twelve feet wide. E. Structure and containment fabric shall be capable of withstanding 70 mphwinds. Provide one 24 hour a day watch to monitor and control maintenance of theenclosure, including operation when environmental conditions are criticalinside.F. Containment fabric shall be easily repairable, sealable, and capable ofcontaining and excluding pollutants. Provide and maintain access for othercontractor's services as required.G. CHECK POINT (V) (G) Environmental Conditions Set. (At Initial set and Reset) Containment enclosure shall establish and maintain a controlled environment inaccordance with NSTM Chapter 634; Non-Skid application.H. CHECK POINT (V) (G) Watertight Hose test. No Leaks Allowed. (At Initial Set andReset)The enclosure shall be watertight and include / provide an integral watertightseal around the base, capable of conforming to the deck and excluding all water.I. Provide light, electrical illumination inside the containment. Light shall bea minimum of 50 foot candle power at the working surface.J. Provide Air exchange, as a minimum of 4 complete exchanges per hour.2. The contractor shall be self sufficient. All support equipment such as acrane, fork lifts, man lifts, generators, and fuel, shall be included.Electrical power may be purchased from NAVFAC MIDLANT: POC is Paul Milbourn,757-445-7447. Setup an account for labor and commodities with the comptroller atleast one week in advance at 757-444-1271, X-3184 or X-3186.3. The contractor will be required to construct and set the required environmentalconditions of the enclosure initially over the landing area, plus one additionalmove and reset of environmental conditions, as directed by the SUPERVISOR. 4. The contractor shall provide a rigging/lift plan to NAVFAC five days inadvance to approve crane equipment used directly to and from the flight deck.Aircraft Elevators have scheduled maintenance. The ship's force will provide 150 ft of pier lay down area.
