Description
Solicitation W81XWH-10-T-0028 Medic Voice Documentation System (MVDS) has been posted on ASFI. The Contract Specialist for this action is Mr. Mark Clinger. mark.clinger@amedd.army.mil. Any questions regarding this Solicitation should be e-mailed to the Contract Specialist to the preceeding e-mail address, and must be received by 2 pm Eastern time on Tuesday 02 November 2009. Answers to questions received will be posted on ASFI as an Amendment to the Solicitation. Telephone inquiries regarding this Solicitation will not be honored. Please note that proposals must be received NLT 2 PM Eastern Time on Tuesday 10 November 2009. Please carefully study the Solicitation Document, and follow all instructions contained therein. Proposals should be posted on the ASFI website (preferable), or they may be e-mailed to the Contract Specialist. If either of those options is not possible, then proposals may be sent by FAX to 301-619-3494. What follows below is an excerpt from the Performance Work Statement (PWS) for this requirement. The full PWS is contained within the Solicitation. The USAISR seeks a developmental partner to define, design, and build a system to capture, manage, and move pre-hospital care documentation in a combat theater. Such a system must be small, durable and produced at a relatively low cost and complexity. This program seeks to leverage and expand existing commercial or Government voice and communication technologies to develop a proof of principle system capable of capturing critical clinical information from the first responder. The project will be conducted in progressive phases with the initial proof of concept program meeting the form and function requirement of target end-users and preliminary field evaluations of said equipment(s). The Government seeks a limited quantity prototype system for proof-of-concept testing and evaluation. The Government is interested in the understanding the technology maturity and feasibility of achieving all or part of the following requirements. Potential bidders must address each technical and functional requirement in terms of cost, technology readiness, technical complexity, and risk. The winning contractor will demonstrate success in iterative requirements definition, system design, hardware/software engineering, and manufacturing prototype devices. During requirements analysis, the contractor will specify derived requirements and present to the Government for approval during weekly design reviews. This includes innovative approaches to technologies, material, or overall system design that improve the success of this product. The contractor will also be able to produce, based on user feedback, a build-to specification for transition to manufacturing. The contractor will support iterative testing, acceptance testing, operational testing by providing SMEs, issue resolution, and training as required.
