- AMENDMENT 1: THE ACQUISITION STRATEGY FOR THIS REQUIREMENT HAS BEEN CHANGED FROM SOLE-SOURCE TO UNRESTRICTED FULL AND OPEN COMPETITION. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as suplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Air Force Institute of Technology has a requirement for a high-speed camera. The minimum specifications for the camera are as follows: 1. The camera shall be capable of acquiring images of 1024 by 1024 pixels at a rate of 5,400 frames per second (fps). 2. The camera shall record up images of a resolution of 256 pixels by 16 pixels at a rate of 500,000 fps. 3. The camera shall be have a minimum exposure time of 370 nanosecond or lower. 4. The camera shall include at least 32 GBytes of onboard memory for storage of acquired images. 5. The camera shall have a 12-bit dynamic range or higher. 6. The camera shall be operable with C-mount and F-mount lenses. 7. The camera shall include Gigabit Ethernet connectivity. 8. The camera shall include PC Control Software and an operators manual. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Institute of Technology (AFIT) requires a High-Speed Camera with the capabilities of the Photron Fastcam SA1. The 88th Contracting Squadron intends to make an award to Photron USA, Inc. Photron USA, Inc. is the sole known source for the camera described above. Interested parties may email daniel.sindorf@wpafb.af.mil not later than Friday, 16 October 2009; 4:00 p.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 14 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
